Org. Setting and Reporting

This position is located in the Global Programme against Money Laundering, Proceeds of Crime and Financing of Terrorism (GPML) within the Cybercrime and Anti-Money Laundering Section (CMLS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the GPML Programme Officer (illicit Financial Flows, Anti Money-Laundering and Counter-Financing of Terrorism and the overall guidance of the Head of GPML. Responsibilities

Within assigned authority, the incumbent of the position will perform the following specific duties: • Contribute to the development of monitoring and reporting tools and methodology to enhance data collection and coordination with field teams and support reporting on GPML projects. • Facilitate knowledge management within the section and develop efficient flow for storing and using internal products. • Monitor and review best practices, methodologies and programmes related to Results Based Management. • Contribute to the development of programme strategy and outreach products such as annual report, infographics and other external communication products in French and English (including newsletters, brochures etc.) including in coordination with the monitoring focal points of other sections of OCB. • Supports regular project reporting for all GPML projects and initiatives particularly on West and Central Africa. • Monitor and analyse programme/project development and implementation. • Contribute to the planning and preparation of advocacy materials and briefing to support GPML’s visibility in French and English during the Commission on Crime Prevention and Criminal Justice (CCPCJ), the Commission on Narcotic Drugs (CND), the Conference of Parties (COP) and other international forums as required. • Coordinate, prepare, review and ensure timely preparation and submission of relevant documents, briefing notes, policy inputs and reports in relation to AML/CFT/proliferation financing and illicit financial flows for GPML; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties, identify and track follow-up actions, ensuring the use of gender-inclusive language and indicators. • Assist in monitoring the expenditures and utilization of funds in the assigned areas of responsibility and in drafting parts of / or contribute to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, funding proposals, programme performance reports. • Prepare and/or review draft programme and project concepts and documents for technical assistance in the assigned countries, regions or functional areas; review, finalize and submit to GPML management quarterly project progress reports. • Develop and maintain regular contacts with Vienna-based Permanent Missions of beneficiary and donor countries as well as facilitate regular briefings. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree of equivalent) in law, criminology, international security, business administration, or other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible professional work experience in the area of Crime Prevention and Criminal Justice programme management OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Experience in contributing to the development of projects in the field of AML/CFT is desirable. Work experience in implementing and reporting on projects in developing countries is desirable. Experience in developing monitoring plans and knowledge management tools is desirable. Experience in developing communication and/or advocacy material is desirable. Experience within the United Nations system or similar international organisation is desirable. Experience in data analytics or related area is desirable.




Languages

English and French are the working language of the United Nations Secretariat. For this position, fluency in English and French is required. Knowledge of another United Nations official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
