National Integrity Manager

Introduction and Background

The National Integrity Framework (NIF) has been introduced in partnership with the independent government agency Sport Integrity Australia (SIA) to address serious integrity matters: improper use of drugs and medicine; competition-manipulation and sport gambling; child safety; and behaviours that impact people’s positive experience of sport (discrimination, abuse, bullying, harassment and vilification). The NIF provides a robust mechanism to deal with misconduct to ensure that the sport is safe, inclusive and fair.

The National Integrity Manager (NIM) is a joint position working across two National Sporting Organisations (NSOs), being Paddle Australia (PA) and Rowing Australia (RA).

The NIM is responsible for embedding the National Integrity Framework (NIF) and relevant policies at NSO level across the two sports as well as assisting the State Sporting Organisations (SSOs) and affiliated Clubs with the same at their respective levels across the sports of Paddling and Rowing.

Reporting Structure

Rowing Australia holds the employment agreement for the NIM, however the role reports equally to the PA Business Operations Manager and RA General Manager of Operations. The NIM has no direct reports.

Key responsibilities

Education

  • Implement the National Education Plan for each NSO.
  • Develop & deliver integrity education programs to staff, athletes, coaches, volunteers and other stakeholders (at all levels of each sport).
  • Liaise with Sports Integrity Australia on scheduling, promotion and delivery of SIA lead education programs.

Complaint Management

  • Manage the complaint handling process on behalf of each NSO including investigations, tribunals, sanctions and mediations.
  • Triage and provide advice/support to States and affiliated clubs about managing complaints at their respective levels of the sport.
  • Co-ordinate with SIA in respect of complaints and anti-doping violations subject to independent management.

Policy & Process Review

  • Develop and review all NIF policies and relevant supporting guidelines, procedures and policies.
  • Observe and comply with PA Policies (website) and RA Policies (website).
  • Partner with and work effectively, efficiently and collaboratively across both PA and RA to achieve organisation goals, targets and objectives.

Reporting & Compliance

  • Ensure the NSO remains complaint with the NIF and Anti-Doping Policy.
  • Maintain accurate records of all complaints for each NSO.
  • Maintain accurate records of compliance with the National Education Plan for each NSO
  • Represent each NSO where directed in integrity matters with external stakeholders including, SIA, Australian Sports Commission (ASC) and the National Sports Tribunal (NST).
  • Write Board Reports, including Complaint Dashboard and graphical trends for each of the NSO Board meetings.

General

  • Provide regular updates on progress and/or issues as required.
  • Attend and participate in meetings and events as required.
  • Ensure Sport Integrity website content is kept up to date across each of the NSOs.
  • Undertake other reasonable tasks as delegated.

Required Qualifications / Experience / Skills

  • Relevant tertiary qualifications or demonstrated experience in sport management, law, governance, law enforcement, investigations or related field.
  • Current Working With Children Check (within the meaning of the RA Safeguarding Children and Young People Policy) or the ability to obtain one and willingness to undergo a National Police Check.
  • Exceptional oral and written communication skills, with an approachable manner.
  • Ability to provide advice and training on complex matters, to audiences with various levels of sophistication, in a  simple and engaging manner.
  • Ability to effectively manage a varied caseload, competing priorities and deadlines.
  • Demonstrates good people and relationship building skills both internally and externally.
  • Must be able to demonstrate an understanding of appropriate behaviours when engaging with Children/young People/Vulnerable Persons.
