The Opportunity

The Transformation Partner will play a key role in managing the relationship between Application Owners and the IT and Transformation department at Moonee Valley City Council. This role is integral to ensuring that all business systems in use by Council are fit for purpose, and the Transformation Partner will drive the decommissioning of outdated applications and the implementation of suitable replacements. In collaboration with stakeholders across the organisation, you will support the IT & Digital Strategy by ensuring applications and systems are effectively implemented, supported, and decommissioned as necessary.

Key Responsibilities

• Manage relationships with key application owners and stakeholders across the organisation.
• Ensure that all Business Systems in use by Council are fit for purpose and if not, lead the work to decommission the existing application and implement its replacement.
• Oversee the lifecycle of business systems from discovery and planning to procurement, implementation, and decommissioning.
• Support process improvements and troubleshooting, guiding business partners on efficient workflows.
• Provide support and or guidance to areas of Council to maximise workflow processes.
• Develop and assist in the creation of business cases, cost-benefit analyses, and process mapping.
• Lead the procurement and implementation of new systems, ensuring alignment with the IT & Digital Strategy.
• Provide guidance and training to application owners and stakeholders, ensuring effective use of technology solutions.
• Work closely with external vendors, contractors, and consultants to ensure project success.
• Documentation for applications configuration, changes and project administration in line with agreed methodologies.
• Troubleshoot complex application issues and work with appropriate stakeholders to prepare, recommend and implement suitable fixes.
• Effectively run multiple system/application implementation projects simultaneously.

Skills & Experience

The ideal candidate will have tertiary qualifications in information technology, business, or a related discipline, with extensive experience in project management and business analysis. You will have strong stakeholder management skills and the ability to drive change across complex organisational landscapes. A solid understanding of process mapping, continuous improvement tools, and experience with business systems will be essential in driving successful project outcomes. Experience in Local Government is desirable, as is familiarity with customer experience principles. You must be skilled in documentation, business case creation, and managing vendor relationships.
