International Consultant on diversification of labour market destination countries

Background:

The OSCE Programme Office in Dushanbe and the Ministry of Labour, Migration and Employment of Population (MLMEP) will conduct research on the possibility of diversifying choices of destination countries for Tajik labor migrants due to a shortage of domestic job opportunities. Tajikistan is known for its significant labor migration worldwide. The Tajik Government is exploring various potential destinations for labor migrants to provide them with more work opportunities outside the current destinations.

Objective of Assignment:

Conduct high-quality research for the Ministry of Labor identifying new overseas destinations for Tajik citizens to access the labor market formally.

Duration of Assignment:

4 months

Tasks and Responsibilities:
  • Analysis of labor market dynamics in Tajikistan and comparison with recommended destination countries;
  • Analyze trends in the remittance influx and legislation's impact on GDP;
  • Review and propose potential host countries for Tajik labor migrants;
  • Examine countries with job quotas and organized recruitment systems;
  • Analyze foreign labor markets and legal requirements for migrant workers;
  • Evaluate the impact of migration on skill development and propose mechanisms for license issuance to labor migration companies.
Deliverables:
  • Preliminary report on labor market dynamics;
  • List of recommended potential countries and a compatibility chart;
  • Analyze migration trends within the CIS;
  • Review legislation and its impact on GDP;
  • Identify potential host countries for labor migrants;
  • Analyze countries with job quotas and recruitment systems;
  • Assess migration impact on skill development;
  • Propose license issuance mechanisms.
Necessary Qualifications:
  • Advanced degree in economics, statistics, demography, or international relations;
  • Minimum 10 years of professional experience in labor market analysis and migration management;
  • Proficiency in Russian and English;
  • Gender awareness, team player, and cultural sensitivity;
  • Familiarity with Central Asian region labor dynamics;
Remuneration Package:

Compensation based on qualifications and experience according to OSCE rates.
