St Martin’s Catholic Primary School is looking for dynamic educators who are passionate about working with students to join our dedicated and collaborative team of educators. Description of Position

The OSHC Director is responsible to the Principal directly,

  • will have the knowledge, skills and demonstrated capacity for the self-directed application required to perform tasks involving independent use of a high degree of technical, or applied theoretical knowledge, and interpersonal skills for the development and implementation of the OSHC Program,
  • is responsible for the establishment of and/or day to day effective and efficient operation of an OSHC program
  • for the students’, fellow employees’ and his/her health, safety and welfare.
  • and for the maintenance of any place or equipment designated or chosen for specific activities.

Key Responsibilities/duties

Out of School Care & Vacation Care

Oversee the development, implementation and evaluation of the daily routines and programs ensuring that:

  • The safety, security and well-being of the children is protected
  • The service attains and maintains OSHC Quality Assurance accreditation
  • Appropriate service policies and procedures are in place and followed
  • The program reflects the multi-cultural diversity of the community
  • Confidentiality is respected and maintained
  • Food of appropriate nutritional value and variety is provided and food preparation and storage and hygiene standards are observed.

Management and leadership of staff

  • Assist the Principal in the process of recruitment and induction of staff and volunteers
  • Organise daily staff rosters, ensuring at all times adequate child: staff ratios in accordance with the OSHC National Quality Framework
  • Supervise and provide leadership to staff
  • Assess work performance, training and development needs, working with staff to enhance their work performance and professional development
  • In consultation with the Principal, plan and co-ordinate profession learning for the OSHC staff
  • Ensure staff awareness of the SACCS Duty of Care Policy and requirements and legal liability regarding duty of care to children
  • Ensure that adequate supervision and direction is provided for students on placement at the service and volunteers within the service
  • Ensure that all staff are actively involved in achieving, as a minimum, the satisfactory level in the OSHC National Quality Framework
  • Provide feedback to parents/caregiver in ways that create quality partnerships between home and OSHC and facilitates children’s learning opportunities
  • Maintain children attendance and casual bookings schedules to ensure child safety and supervision

Financial management and administration

  • Ensure that adequate accounts and records are maintained
  • Prepare, monitor and review the service’s annual budget in consultation with the School Principal and/or Bursar
  • Monitor expenditure against budget, utilisation, and staffing levels
  • Ensure that accurate and complete records of each child’s enrolment, attendance, illness, accident reports, observations and any other records as required by the Principal and authorities are kept and maintained
  • Ensure that reports are regularly tabled at School Board meetings
  • Ensure confidentiality of these records at all times 
  • Supervise the daily functions of the service, including but not limited to 
    • Liaison with appropriate school staff regarding the OSHC facilities and OSHC resources
    • Purchase of materials and equipment
    • Maintenance of equipment and materials
    • Supervision of food purchasing and preparation
    • Provision of information to parents about their children when requested or appropriate
    • Bookings and cancellations
    • Monitoring waiting lists
    • In conjunction with the school Business Manager, issue accounts to parents, receive fees, prepare and pay invoices, monitor expired accounts, collect outstanding debts and attend to banking
    • Support the Principal and Business Manager with responsibilities relating to financial returns, monthly income and expenditure statements and annual audit statements
    • Implementation of Child Care Benefit (CCB)
    • Maintenance of CCB information and lodging term reports
    • Completing state and federal census forms, surveys and required information 
    • Preparation, evaluation and implementation of the service’s annual budget in consultation with the Business Manager, Principal, Management Committee
    • Monitoring expenditure against budget, utilization, and staffing levels
    • Preparation of funding submissions for relevant authorities when required

Planning and Evaluation

  • Plan a comprehensive programme that incorporates” My Time, Our Place” guidelines
  • Ensure that the service is operating and meeting the needs of families and the community, maintaining effective and positive relationships with all stakeholders
  • Monitor the implementation and outcomes of the service’s policies and recommend changes as required, while keeping parents informed of any changes to policies
  • Plan and co-ordinate in-service training for staff and volunteers

Marketing and Liaison

  • As required, support the Principal to prepare, implement and monitor a marketing plan for the service
  • Support the establishment and maintenance of effective communication with the school staff and the school community
  • Provide written reports on aspects of the day to day management of the centre, as required

PERSON SPECIFICATIONS

An OSHC Director needs to demonstrate:

  • Effective oral and written communication skills to relate well with children, families and staff
  • Effective leadership, interpersonal and supervisory skills
  • Ability to work with individual children with particular needs
  • Highly developed observation and reporting skills 
  • Ability to oversee planning, development, implementation and evaluation of developmentally appropriate programmes for children reflecting the diverse nature of the community
  • Ability to interact with children in a positive, sensitive and respectful manner
  • Ability to assist parents in a sensitive supportive and professional manner
  • Ability to develop and implement positive behaviour education practices
  • Ability to cope in an emergency or in a stressful situation
  • Effective administration, marketing and financial management skills
  • Effective operational and human resource management skills providing professional guidance when required
  • Ability to liaise with relevant authorities and community groups
  • Ability to research and write submissions for funding

KNOWLEDGE

  • Knowledge of and commitment to the Catholic ethos
  • Knowledge of local community
  • Sound knowledge of children’s development, aged 5 – 13 years
  • Knowledge of age appropriate recreational activities
  • Knowledge of and commitment to, the principles of equal opportunity
  • Knowledge of responsibilities of the process of Mandatory Reporting
  • Sound knowledge of OSHC Quality Assurance 
  • Sound knowledge of adult learning principles
  • Sound knowledge of current OSHC best work practices 
  • Knowledge of the responsibilities of the employer and employee under the Occupational Health & Safety Legislation
  • Sound knowledge of administrative functions of an OSHC service including software programs for administering childcare benefit
  • Knowledge of the OSHC National Standards for South Australia
  • Sound knowledge of government regulations and compliances relating to OSHC
  • Knowledge of the NQF and MTOP
  • Knowledge of the CCMS and CSA award

Specific requirements

Qualifications and Training

  • Early Childhood teaching or Junior Primary / Primary teaching, and Recreation or Child Care Diploma Course or licensing approved equivalent [check the current DECS Licensing & Standards qualification listings, OSHC Resource Kit]
  • First Aid for Schools and Centres, OR Senior First Aid Certificate (if nominated First Aid/
    Health Care Officer)
  • Approved Mandatory Notification training
  • Police Clearance to work in Catholic Education SA
  • Perform any other duties as required from time to time by the principal

Work Health & Safety Responsibilities

Workers

This role is deemed to be as a Worker under the South Australian Work Health and Safety (WHS) Act 2012.

As a Worker, while at work you must – 

  • take reasonable care for your own health and safety
  • take reasonable care that your actions or omissions do not adversely affect the health and safety of other persons
  • comply, in so far as you are reasonably able to, with any reasonable instruction given by the employer

Qualifications and Training 

Acquire and maintain:

  • Current Working with Children Check
  • Responding to Risks of Harm, Abuse & Neglect - Education Care (RRHAN-EC) training
  • Current ACECQA approved First Aid (including CPR), Anaphylaxis Management and Asthma Management certificates
  • Minimum Diploma level qualification or equivalent for OSHC settings ages 4-12
  • Confirmation of compliance with the CESA COVID-19 Vaccination Policy and Procedures 2022

Employment within Catholic Education South Australia is conditional upon the provision of evidence of vaccination against COVID-19 or the provision of a valid medical exemption in line with CESA policy.
