NOPSEMA is seeking an experienced General Counsel / Executive Director – Legal and Governance to join the fast-paced Legal and Governance Directorate in our Perth Office on a permanent basis.

The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural integrity, well integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters, and in coastal waters where regulatory powers and functions have been conferred.

NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.

Role:

Reporting to the Chief Executive Officer this role forms part of NOPSEMA’s senior leadership team and provides strategic leadership in leading and managing NOPSEMA’s legal and governance team.

Key Responsibilities:

As a strategic leader with extensive experience and knowledge, you will lead and manage the provision of high-level advice on legal and governance issues using a risk based approach, to ensure that legal risks are identified and managed in accordance with the NOPSEMA’s vision, purpose and values.

You will contribute to the strategic direction and leadership of NOPSEMA and drive continuous improvement and collaboration across the Agency, together with delivery and continuous improvement of professional and effective services relating to legal and governance operations.

The successful applicant will possess exceptional communication skills with a demonstrated ability to provide strategic legal advice and solutions on complex legal issues, the ability to liaise effectively with internal and external stakeholders and represent NOPSEMA on legal matters relevant to NOPSEMA’s operations and relevant Commonwealth Government regulatory and legislative frameworks.

You are an accomplished legal professional, preferably within a senior leadership team as part of a major hazard industry, regulatory and / or government organisation, with the ability to apply your strategic thinking and leadership experience alongside your operational and technical expertise to drive positive outcomes within a complex and dynamic environment.

You have strong problem solving abilities to navigate complex legal challenges and a reputation as a trusted advisor to executives and senior leaders, underpinned by your credibility, collaborative style and exceptional relationship building, negotiation, influencing and interpersonal skills.

You leverage your strategic expertise and hands-on approach to work collaboratively with internal and external stakeholders across multiple disciplines and produce accurate, complex and comprehensive analysis of general legal and regulatory issues with a strategic focus, in a climate of significant organisational and cultural change.

You are an engaging and authentic leader, who motivates and inspires your team and others across the agency to deliver exceptional outcomes, ensure compliance with regulations and legislation, model best practice, maintain the highest levels of integrity, and contribute to a great employee experience and culture.

You are a qualified lawyer and admitted to practice as a barrister/solicitor in Western Australia, or have the ability to be admitted in WA, and hold a current unrestricted practice certificate.
