The People and Capability Branch drives the strategic HR direction of CASA. The Branch is responsible for a broad cross-section of programs and services to create, foster and grow a culture of high performance and integrity through workforce planning, capability and performance. We support CASA to achieve its mission, ‘safe skies for all’, whilst enabling our people to be the best they can be through a fair workplace that supports their wellbeing, safety, and development.

We have three main functional areas in the Branch:

Workforce Strategy, Recruitment, Diversity and Inclusion is split into three sub-teams that work to ensure CASA has the right people, in the right place, at the right time to provide critical functions and facilitate ‘safe skies for all’. The Section is responsible for recruiting talent, developing and implementing strategies and initiatives that strengthen CASA's capability, employee engagement and build a diverse and inclusive workforce and provides metrics and analytical insights to inform timely decisions about the workforce. The Team is responsible for overseeing implementation of CASA's Strategic Workforce Plan 2024-2027 , one of five Executive priorities for 2024-25.

People, Policy and Performance is responsible for raising awareness, implementing initiatives and ensuring compliance with Work Health and Safey legislation, advising on employment conditions such as employee entitlements, health, behaviour and performance management and ensuring adherence with industrial instruments. The Section is responsible for:

  • Providing advice and resolving queries and matters relating to the CASA Enterprise Agreement 2023-2026 .
  • Performance management policy and process, advice on conducting performance discussions, and how to manage under-performance.
  • Early intervention and rehabilitation case management of ill or injured employees, including workers’ compensation, graduated return to work, and workstation assessments.
  • Handling internal employee complaints, review of decisions and code of conduct matters.
  • Implementing and overseeing a Work Health and Safety Management System that complies with relevant legislation and policies.

Training Services is made up of two teams, Capability and Training Operations and Design and Development. The teams provide mandatory, regulatory and technical training for:

  • induction and compliance activities.
  • employees engaged in roles that exercise regulatory powers.
  • employees engaged in roles that support those that exercise regulatory powers.

The teams also develop and provide training activities to industry partners that undertake functions on CASA’s behalf.

The Section Manager, Workforce Strategy, Recruitment, Diversity and Inclusion is responsible for workforce planning and strategy development, workforce analytics, recruitment and diversity and inclusion functions within CASA. The Section Manager reports to the Branch Manager, People and Capability and works in close collaboration with other Section Managers in the Branch.

As the Section Manager you will be responsible for the following deliverables, which represent an ongoing body of work:

  • Lead the implementation of CASA’s workforce strategy and workforce plan to address capability and capacity challenges and identified risks, issues, and opportunities in the workforce.
  • Implement work programs for CASA’s key people strategies including the People and Culture Strategy 2022-2027 , CASA Workforce Plan 2024‑2027 , Reconciliation Plan 2023-2026 and Census Action Plan.
  • Provide strategic advice, actionable workforce insights and analytics to the Board, CEO, CASA Senior Executive and relevant committees on strategic workforce strategies, actions, and outcomes to ensure they can make timely and informed decisions on the workforce.
  • Develop, implement, and provide advice on strategic and operational actions and initiatives related to diversity and inclusion, to build and promote a positive, fair, equitable, supportive, and inclusive working environment within CASA.
  • Provide a contemporary recruitment function aligned to our workforce plan and capability strategies, and support business areas in sourcing and onboarding talent to ensure we have the right people with the right skills.
  • Develop, coach and mentor employees, provide timely and constructive feedback and manage performance.
  • Lead and exemplify workplace safety, diversity and inclusivity, participative management and environmental management in the workplace and act in accordance with CASA’s Values and Code of Conduct. 
  • Manage strategic HR project delivery for the Branch and assisting as required with whole of Branch projects.

Our ideal candidate must demonstrate:

  • Knowledge and experience in the development and implementation of workforce plans and workplace strategies, and the provision of high-level advice on complex people matters.
  • A proven ability to identify issues and generate innovative and practical solutions.
  • Knowledge and experience in leading, developing and managing a high performing team in a client focused environment with the ability to effectively lead, coach and mentor staff.
  • Strong communication, including excellent interpersonal skills and an ability to prepare high quality written materials.
  • Contemporary understanding of workplace issues and relevant legislation in a public-sector environment.
  • High level stakeholder engagement skills, including the ability to influence and manage relationships with senior executives and a wide variety of internal and external stakeholders, and maintain, influence, and grow strategic relationships.
  • Proven track record of delivering programs and initiatives and the ability to manage competing demands and priorities.
  • A good understanding of the diversity of Aboriginal and Torres Strait Islander peoples, their cultures, and their issues and to be able to communicate respectfully with them.

The following ideal candidate requirement is desirable:

  • Tertiary qualifications in a human resource management or equivalent area will be highly regarded.

  • Must be an Australian citizen or permanent resident and must have the ability to obtain and maintain a Baseline security clearance.
