Senior Business Analyst | 12 month contract

• Initial contract to start ASAP until 30/06/2025 with possible extension paying $912/day

Our client, Department of Employment, Small Business and Training, are currently seeking a Senior Business Analyst for an initial 12+ month contract.

• Business rules management and/or decisions management systems would be highly regarded.

The successful candidate will be at the forefront of innovation, driving the vision of two Vocational Education and Training (VET) Modernisation and Transformation (VMT) Projects. In this dynamic role, you'll be the key player in leading and conducting workshops and meetings to define and document business processes and requirements, including the orchestration of business process re-engineering activities.

Beyond this, you'll delve into the heart of the Training Activity Management (TAM) and the Business Rules Decision Service (BRDS) Projects, identifying stakeholder requirements, scrutinising current state information, categorising, and mapping data flows, and proposing forward-thinking solutions. Collaboratively, you'll conceptualise, design, and create the future state solution and an array of innovative features.

The team

The VMT Program team has been established to commence replacement of identified VET Systems.

This suite of systems is a complex legacy set of applications, spanning multiple database management systems and application technology platforms.

The VMT Program will utilise the Microsoft ecosystem to modernise VET systems and deliver new solutions for DEBST, which will reduce legacy risks and improve business outcomes and customer experiences. VMT Projects include:

• Training Contract Management (TCM)
• Training Payment Management (TPM)
• Training Reference Data and Systems (TRS)
• Training Activity Management (TAM)
• Business Rules Decision Service (BRDS)
• VET Information Privacy and Security (VIPS)

All VMT Projects work together with stakeholders to leverage the latest Microsoft technologies (e.g. Power Platform, Dynamics 365, Fabric, Dataverse and Data Lakes) and establish a modern VET technology platform.

You will become a core member of the VMT Program, TAM and BRDS Projects working with a focused team of professionals with a broad range of experience in delivery of ICT projects and programs. It is an energised team that enjoys working together to deliver a modern digital platform for its stakeholders.

As the Senior Business Analyst, you will be responsible for:

• Managing stakeholder relationships, serving as the primary liaison for designated stakeholder groups. This involves conducting workshops and meetings to define new business processes, ensuring comprehensive understanding and documentation of business requirements, and leading business process re-engineering activities if necessary.
• Leading engagement efforts with business stakeholders across the department, collaborating with other Business Subject Matter Experts (SMEs) and Analysts to advance requirement elicitation, and refine business requirements.
• Producing and presenting top-tier business requirements documents, process maps, workflow diagrams, user case stories, and reports adhering to industry best practices.
• Conducting options analysis to assess the benefits of upgrading or replacing existing systems, aiding informed decision-making.
• Collaborating with internal customers to assess and enhance processes, while navigating the intricacies of existing workflow platforms and tools.
• Streamlining business operations by optimizing data and information capture processes for efficiency and effectiveness.
• Coordinating with business units, project managers, and interdisciplinary project teams responsible for IT delivery and services.
• Documenting processes and operations pertinent to proposed solutions, ensuring comprehensive understanding and alignment.
• Generating comprehensive documentation and compelling presentations to effectively communicate analysis findings to stakeholders.
• Contributing to initiatives aimed at positively impacting stakeholders within the VET domain, leveraging analytical insights and expertise.

Role requirements

• Previous experience (5+ years) as a Senior level Business Analyst with a proven track record of successfully undertaking complex business analysis initiatives.
• Experience in a Senior level role, demonstrating experience in the development or enhancement of information systems in relation to systems integration, application 'look and feel', development,deploymentand maintenance of applications.
• Experience in contributing to large-scale projects, preferably within the context of digital transformation or modernisation initiatives.
• Demonstrated proficiency in using various business process modelling techniques and tools to depict current and future state processes, preferably using Business Process Modelling Notation (BPMN).
• High level knowledge and application of, appropriate business analysis frameworks, and an ability to promote and provide advice on use of appropriate techniques, methodologies and tools, preferably aligned with Business Analysis Body of Knowledge (BABOK).
• Proven high level negotiation, consultation, facilitation and effective written and oral communication skills for use in a complex program/project environment.
