About The Project
Iluka’s Eneabba Rare Earth Refinery (ERER) Project, located at Eneabba in Western Australia. We are delivering Australia’s first fully integrated rare earths refinery, achieving an independent supply of rare earth oxides essential to global electrification and decarbonisation. Our state-of-the-art refinery will feature a total rare earth oxide capacity of 23,000 tonnes p.a, flexibility to process a range of feedstocks and recycling of water and reagents.
About The Role
We are looking for a Lead Cost Controller to join our projects team. This is a permanent position based at our Perth Projects office. Ad hoc Site travel may be required as Project needs evolve.
This position will lead the cost control function of the project supporting the overall TIC cost management that includes the Company (Owners Team), EPCM Services Contract and the EPCM Contractor managed packages.
You will be responsible for the outputs and performance of the cost control team that includes budget maintenance and allocation, contingency & escalation management, change management, forecasting and reporting.
Key elements of the role include:
- Lead and take ownership in the control budget development including allocation to control accounts inline with IPD processes and procedures and allocation to contracts and procurement packages inline with the approved contracting strategy
- Validation and allocation of package budgets for Owners Team packages
- Review and concurrence of package budgets for EPCM Contractor managed packages
- Review, analysis and recommendation sign off on contingency and escalation allocation
- Lead in managing, controlling and recording budget movements across the portfolio
- Lead the coordination effort with internal cost control team and ensuring efficient data flow between the Company and the EPCM Contractor, is maintained during the life of the project
- Ensure timely preparation of accruals and integration of accruals data from EPCM managed contracts, required for submission during month end financial process
- Management and control of contingency and escalation drawdown in collaboration with the Project Services Manager
- Drawdown of escalation and contingency reviews and sign off, in collaboration with the Project Services Manager
- Lead and manage the monthly forecasting activities associated with the Owners Team cost, Owners Team managed packages and EPCM Services Contract. Inclusion of the EPCM managed packages forecast into an overall combined project forecast
- Ownership and taking lead in all portfolio reporting (TIC that includes Owners Team cost, Owners Team managed packages, EPCM Services Contract and EPCM managed packages)
- Collation and finalisation of cost inputs to all project reports (Periodic monthly and weekly reports)
About You
To be successful for this role, you will have:
- Bachelor degree in engineering, accounting or other related project management field
- Experience a project execution phase and leading a small team
- Demonstrated experience in project cost control preferably within a resources setting
- Demonstrated proficiency in the use of project cost control applications PRISM G2 and SAP
- Experience in capital or portfolio cost control and cost management
- Sound understanding of project cost control processes and techniques including methods for transitioning control budget to package budget, project cost and cash flow analysis
- Sound understanding of earned value management, reporting and forecasting methods
- Sound understanding of project change management
- Good communication skills, both written and verbal
- Effective and clear reporting writing skills
- Effective time and priority management
