This exciting, high-profile role provides a fantastic opportunity to manage and oversee a broad portfolio including Strategic, Social Planning and Urban Design, along with a sizeable part of Council’s Capital program.

Reporting to the Director City Planning, leading 5 direct reports and an overall team of 21, this exciting role will require you to:

  • Oversee the development and delivery of Council’s updated Residential Strategy, Integrated Water Management Strategy, and new Activity Centre Design Guidelines
  • Help lead Manningham’s response to the Victorian Government’s Victoria’s Housing Statement, The Decade Ahead 2024-2034 on future housing targets
  • Lead the development of robust integrated plans for Manningham which deliver innovative, high quality and sustainable urban design, environmental, social, and infrastructure outcomes, respond to the unique qualities and opportunities of the city, and proactively address the changing needs of a diverse community
  • Lead the delivery of Capital Projects including to upgrade and develop public open spaces, playgrounds and playspaces
  • Ensure the Manningham Planning Scheme is contemporary and delivers high quality sustainable outcomes, identifying issues and preparing reports in respect to its continued strategic relevance
  • Develop innovative approaches, including smart city initiatives, to place making, open space planning and delivery, strategic stormwater management and sustainable transport
  • Develop, prepare and deliver strategic planning policies, reports, projects, and programs with respect to relevant organisational and Council Plan objectives and principles and pursue additional planning studies identified in Panel reports
  • Present to and represent Council on various State and local community committees related to strategic planning
  • Track the changing needs of the community through social research, analysing statistics and demographic trends, to ensure a well-informed approach to spatial planning and strategy development
  • Provide strategic recommendations to the Council, CEO and Executive leadership team and taking a lead role in driving key strategic planning policy
  • Build positive relationships with a range of government, business and community stakeholders, including representing Council in a range of forums

Applications are sought from outstanding performers with superior stakeholder management capability and strategic thinking skills, outstanding communication skills and a high level of political acumen, with the ability to quickly build relationships and credibility at all levels.

Applicants will have appropriate tertiary qualifications and substantial senior level experience in a relevant subject area, preferably in Local Government. Highly developed analytical and conceptual skills and a demonstrated understanding of the principles of sound community engagement.

Strongly demonstrated knowledge and expertise in the interpretation of relevant legislation and government regulations relating to strategic planning is essential, with a sound understanding of Project Management principles.

Candidates will be motivated to drive change and maintain a high standard of personal and professional integrity, with demonstrable commercial acumen and the ability to work successfully in a political environment positioning the incumbent well for success in this highly rewarding and impactful role. Above all, candidates will need to be highly effective in working collaboratively and sensitively to deliver outcomes in a dynamic, complex environment.
