The Mental Health Commission of NSW is seeking interested applicants for the position of Senior Project Advisor within the Directorate of System Reform. This is an exciting opportunity to join a small fast paced team that is committed to making a positive difference to the mental health and wellbeing of the people of NSW. 

The Commission is a small agency of about 30 FTE based in the Sydney CBD and working flexibly within hybrid workplace guidelines. 

Role of Mental Health Commission NSW

The Mental Health Commission of NSW is a statutory agency, working to improve the mental health and wellbeing of the community. We are committed to ensuring people live well on their own terms, having the services and supports they need. 

We undertake research, strategic planning, systemic monitoring and reviews, and advocacy, guided by the lived experience of people with mental health issues and caring, families and kinship groups.

The Senior Project Advisor provides expert qualitative and quantitative data analysis advice and is responsible for monitoring and reporting on the implementation of government frameworks on mental health reform and strategies developed by the Commission. The role will also develop, and lead projects identified in the Commission’s Strategic Plan and the annual business plan. 

The Directorate of System Reform includes three teams: System Monitoring and Reporting, Strategic Planning and Projects, and Advocacy and Reform. This position sits within the System Monitoring and Reporting (SMAR) team. The SMAR team monitors, evaluates, and reports on the mental health and wellbeing of the NSW people and plays a vital role in the implementation of statewide strategic plans and frameworks.

Key Accountabilities 

  • Contribute to monitoring and external reporting on the implementation of mental health reform frameworks.
  • Provide expert (at least 5 years) qualitative and quantitative data analysis, mental health system knowledge and advice to support the formulation of the Commission's responses to health and social policy issues impacting on mental health and well-being and system reform.
  • Provide analysis of international, national, and state trends in mental health and well-being and identification of emerging policy issues at the systems level.
  • Analyse and interpret a range of data relevant to mental health at both system and population levels and use data to evaluate and provide evidence of systemic issues or improvements in NSW.
  • Prepare high quality briefs, discussion papers, correspondence, and presentations to support the information needs of the Executive and Commissioners.
  • Prepare and/or assist in the preparation of a broad range of communications including Ministerial briefings, correspondence, parliamentary question responses, speech notes, presentations, and discussion papers.
  • Provide advice to the Commission in the planning, development and management of evaluation and reviews of mental health services, programs and system reform issues.
  • Develop and maintain relationships with relevant stakeholders, including federal and state government and non-government organisations, and facilitate formal and ongoing engagement.
  • Provide strong project management including co-design principles; and contract management for the delivery of Commission funded projects
  • Synthesizing information and preparing reports on complex concepts to a wide variety of audiences.
  • Ensuring accuracy in the interpretation and reporting of qualitative information.
  • Identifying and disseminating information regarding trends, systemic issues, and areas of interest for the Commission.
  • Managing small to medium projects involving consultants and contractors.
  • Demonstrated experience in monitoring and reporting on the implementation of government frameworks. 
  • Strong skills in writing reports on key areas relevant to mental health or health reform.
  • Excellent verbal and written communication skills and the ability to organise and present complex information in a clear, logical, and systematic way.
  • Strong project and contract management skills.
  • Demonstrated high level experience in analysing and interpreting qualitative and quantitative health and related data, research, and information.
  • Strong ability to engage with government, non-government and carers and consumer stakeholders on a range of Commission priority areas.
  • Ability to display initiative; sound organisational skills, capacity to multi-task, meet deadlines and prioritise work in a high-volume work area.
  • Demonstrated ability to work independently or as a member of an effective, multi-disciplinary team.
  • Knowledge and understanding of the role of the NSW Mental Health Commission and the mental health sector.
