About the role:

The Work Practices Officer is part of a team responsible for ensuring that the techniques and methods for the safe and effective performance of work are documented [technical writing], current [research, knowledge, experience], published [administration] and followed [audit, report].

The role is broad and interrelates with every element of work that involves human interactions with the network including (but not limited to) live HV, testing, servicing and all types of construction and maintenance along with the expertise required to ensure network access is in accordance with industry and VPN standards.

This position requires frequent travel across all areas that CitiPower, Powercor and United Energy networks cover (Melbourne and regional Victoria). Work vehicle options are provided for this role.

This position can be based in any Powercor depot.

What you’ll deliver:

• Work with all stakeholders to create, maintain and continuously improve a common, documented work practices framework relating to work on VPN networks.
• Produce, review and edit technical documents that underpin the safe work framework.
• Act as a subject matter expert and always be available to provide advice, seek information and/or develop interim solutions as necessary.
• Undertake audits and ensure audit findings influence subsequent plans, KPIs and other procedural outcomes where required.
• Represent and preserve the organisations best interests on VESI, state and national working groups and committees (e.g. Green Book and Live HV).
• Undertake investigations of workplace incidents (which may be joint investigations with contractors).
• Build and maintain positive relationships with key stakeholders, including Field Delivery Managers, Field Leaders, HS representatives (HSR’s), Union representatives, Health and Safety Advisers, other network operators, field workers and contractors.
• Provide day to day technical and work practices advice to HSE and operations, including input on key issues and incident & hazard reports.


To succeed in the role, you’ll have:

• Qualified to Certificate III level (or equivalent) in a trade that underpins the role, for example: Electrical Fitter, Cable Jointer or Lineworker.
• Extensive work experience working on ESI networks.
• Advanced technical writing skills honed via exposure to developing procedures/work instructions.
• Sound incident investigation and report writing experience.
• An understanding of the legislative framework (Electricity Safety Act, Occupational Health and Safety Act and subordinate regulations and compliance codes) and the VESI Electricity Safety Rules for Distribution Networks (Green Book) and its correct application.
• Exposure to formal risk analysis and an understanding of safety in design principles.
