The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural integrity, well integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters, and in coastal waters where regulatory powers and functions have been conferred.

NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.

We are seeking an experienced Assistant Director - Strategic Regulation and Improvement to join the Regulatory Strategy, Improvement and Reporting Team in our Perth Office on a permanent basis.

Reporting to the Director - Regulatory Strategy, Improvement and Reporting, this role will have responsibility for a broad range of risk management and improvement activities, including the coordination of NOPSEMA's risk-based approach to regulation in accordance with the compliance strategy.

You will manage a small team and work closely with the Reporting and Analytics function and Regulatory Operations teams to implement risk-based regulation informed through data insights and support continual improvement within NOPSEMA's regulatory functions.

We would like to hear from you if:
  • You have experience in leading and managing teams and / or reviewing processes to achieve business improvements and meet strategic objectives.
  • You possess conceptual, analytical and problem-solving skills, including a proven ability to undertake research and provide recommendations in relation to risk management and regulation.
  • You have demonstrated experience in developing and implementing regulatory strategies to support change and a strong understanding of regulatory theory, such as harms-based regulation.
  • You possess highly developed interpersonal, communication, negotiation and influencing skills, including the ability to work collaboratively and develop relationships with a range of stakeholders and provide technical leadership in risk-based regulation.
  • Hold appropriate tertiary qualifications and/or extensive relevant experience in the offshore or downstream petroleum industry or other relevant high-risk industry.

The key duties of the position include
As a leader with experience and knowledge in risk-based regulation in a major hazard industry, you will design and implement risk-based regulatory management systems and/or frameworks to drive NOPSEMA's harms focussed approach to regulation and refine, maintain and implement process documentation.

You will identify, design, lead and deliver regulatory improvement projects, initiatives and activities to drive continuous improvement in NOPSEMA's regulatory processes and maintain alignment with legislation and best practice.

You will provide technical skills and advice to, and on behalf of, the Authority in relation to inspections and assessments and inspect offshore operations and support NOPSEMA's investigations of accidents, incidents and complaints.

Contribute technical expertise to support and implement regulatory activities in accordance with NOPSEMA processes and relevant legislation.
