The position is located in the Civil Society Unit (CSU) of the Office of the Director (OD), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC) in Vienna. The incumbent will work under the direct supervision of the Chief, CSU.

**Responsibilities**:
The Programme Officer will implement, monitor and evaluate the activities of the GLOU68 Programme “Partnership and Engagement with Non-Governmental Stakeholders on Anti-Corruption, Drugs, and Crime Prevention”. Within assigned authority, and in accordance with project documents, donor funding agreements, policies, financial rules and regulations, and costed work plans, the Programme Officer will be responsible for the following specific tasks:

- Participate in the development, implementation, coordination, monitoring and evaluation of the crime prevention and drugs pillars of the programme;
- Plan, organize, and deliver workshops, trainings and online courses;
- Provide coordination support in cooperating with other branches, field offices and donors;
- Participate in coordinating stakeholder engagement in constructive dialogues with the United Nations Conventions on Transnational Organized Crime (UNTOC) Secretariat;
- Provide support with the coordination of national dialogues between governments and non-governmental stakeholders through pilot initiatives for the implementation of United Nations Conventions on Transnational Organized Crime (UNTOC) in close cooperation with interested State Parties with focus on West Africa;
- Participate in coordinating stakeholders engagement in UNTOC review processes at the regional level;
- Provide support in drafting new project proposals and concept notes;
- Participate in the development of the UNODC’s strategic engagement with non-governmental stakeholders in the field in close consultation with UNODC field offices, including the establishment and management of Civil Society Coordinators;
- Participate in the development of the youth mainstreaming pillar of GLOU68’s crime prevention work, in close cooperation with relevant UNODC offices;
- Prepare the overall communication on GLOU68, including the CSU Twitter account and the website;
- Prepare publications, background papers, research and analysis, sections of reports and studies, quarterly and annual project reports to donors;
- Conduct analysis to identify opportunities, gaps and risks and put contingency and mitigation measures in place;
- Perform other work related duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in international relations, political science, public or business administration, project management or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. International certification in training and workshop facilitation as well as certification in team and organizational development are desirable.

Work Experience
A minimum of five years of progressively responsible professional experience in project/programme management is required.

At least five years of experience related to crime prevention, drug policy and organized crime topics is required.

Work experience with non-governmental stakeholders (NGOs, academics and the private sector) is required.

Work experience in designing, planning, and facilitating trainings and workshops is required.

Work experience within the United Nations System and/or a similar International Organization is desirable.

Work experience in Information and Communication Technology, particularly in managing web platforms is also desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.
