Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

As a key member of the management team the Section Head reports directly to the Director and is responsible for leading and motivating the Section’s staff. This involves aligning the team’s efforts with the Division’s and Department’s strategic objectives, managing resources effectively and driving process improvements to achieve desired results. The Section Head provides leadership in the implementation of various tasks, ensuring the delivery of high-quality services in areas such as: 1) Portable and resident inspection equipment and methodologies; 2) Evaluation of novel technologies; 3) Surveillance; 4) Containment and equipment security.

Additionally, the Section Head may oversee complex integrated technical projects ensuring adherence to the highest relevant international standards.

Role

The Section Head plays a multifaceted role, encompassing the following key responsibilities:

- **Leadership and Management**: Provides guidance and support to the team, planning resources to achieve efficient and effective results that align with Divisional objectives.
- **Project Management and Facility Expertise**: Offers advisory services on project management, complex facility matters, and training initiatives, ensuring that projects are executed smoothly and effectively.
- **Data Management and Performance Monitoring**: Serves as a proficient advisor on data management, technical, and performance monitoring, guiding the team to achieve the strategic goals of the division.

These responsibilities collectively enable the Section Head to make a significant impact on the team's success and the division's overall performance.

Partnership

The Section Head is involved, together with the Division Director and senior management of the Department of Safeguards, in collaborative planning and management. She/he develops working partnerships and collaboration across the Department and throughout the IAEA, as well as with Member States.

Additionally, the Section Head liaises with internal and external stakeholders such as technical staff, developers, contractors, and system suppliers in the course of development, acceptance and field implementation of safeguards equipment.
