Background:

The OSCE Programme Office is engaged in supporting the Ministry of Defense (MoD) of Tajikistan in enhancing its frameworks related to Small Arms, Light Weapons, and Conventional Ammunition (SALW&CA) management. This initiative includes the revision and development of critical documents that guide the security and management of arms stockpiles.

In collaboration with the MoD, the Office has been instrumental in creating and updating various instructional materials aimed at improving the physical security and management of conventional ammunition. The ongoing efforts also involve ensuring that the new registration manual for small arms and ammunition aligns with international best practices.

As the project progresses, the Office seeks to ensure effective communication and coordination between the international expert and the MoD's designated departments. This includes:

  • Facilitating the interaction between the international expert and relevant MoD units during the manual development process;
  • Ensuring that the finalized documents are in accordance with the legal and operational standards set by the MoD;
  • Supporting the preparation of materials for the upcoming review meeting on the SALW&CA roadmap.

Objective of Assignment:

The primary goal is to provide local expertise and advisory support to the MoD in updating its national regulatory framework and developing standard operating procedures (SOPs) for personnel involved in SALW&CA management.

Duration of Assignment:

The contract will be for a period of four months.

Tasks and Responsibilities:

  • Finalizing the harmonization of instructional manuals with the MoD's legal and technical departments;
  • Coordinating the submission of finalized documents for ministerial approval;
  • Assisting in the preparation of meeting materials and presentations related to the SALW&CA roadmap.

Deliverables:

  • Reviewed and approved instructional documents on physical security and stockpile management;
  • Finalized documents signed by the Minister of Defense;
  • A presentation summarizing the outcomes of the tasks completed.

Necessary Qualifications:

  • A degree in security studies or military affairs;
  • At least five years of experience in military and security sectors, with a focus on SALW&CA management;
  • Proficient in Tajik, with strong communication and writing skills;
  • Fluency in Russian and/or English is advantageous;
  • Experience working with law enforcement and security agencies;
  • Strong understanding of the security landscape in Tajikistan and Central Asia;
  • Proficient in Microsoft Office applications;
  • Ability to work collaboratively in a diverse team environment.

Remuneration Package:

Compensation will be determined based on the consultant's qualifications and experience, in line with established rates.
