Position Overview:

The OSCE is seeking qualified professionals for consultancy roles focused on Economic & Environmental Affairs. This opportunity is part of a roster call for temporary assignments, with the duration varying based on specific project needs.

Background:

The OSCE adopts a holistic approach to security, which includes political-military, economic, environmental, and human dimensions. This broad perspective addresses a variety of security-related issues, such as arms control, human rights, and economic cooperation among its 57 participating States, which operate on a consensus basis.

The OSCE Secretariat in Vienna supports the Chairpersonship and provides operational assistance to field operations and other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) focuses on economic and environmental challenges, believing that fostering economic growth and addressing environmental issues can enhance peace and stability. The OCEEA has two primary functions: monitoring economic and environmental trends among participating States and facilitating the development of policies that promote peace and security.

Assignment Objective:

The OCEEA aims to address the risks associated with the use of virtual assets for illicit activities and the evasion of international sanctions. This initiative, titled 'Innovative Policy Solutions to Mitigate Money Laundering Risks of Virtual Assets,' seeks to enhance the capabilities of national authorities in combating these vulnerabilities. In collaboration with the United Nations Office on Drugs and Crime (UNODC), the OCEEA will assist participating States in aligning their regulatory frameworks for virtual assets with the Financial Action Task Force (FATF) Recommendations, while also providing essential capacity-building and technical support to law enforcement agencies.

Duration of Assignment:

The consultancy will be for a maximum of days, depending on project requirements.

Key Responsibilities:

The selected team of experts, coordinated by a team leader under the guidance of OSCE and UNODC, will conduct various capacity-building workshops and awareness-raising sessions. They will also develop comprehensive Guidelines/Manuals on virtual assets for beneficiary agencies, covering:

  • Oversight of Virtual Asset Service Providers (VASPs);
  • Compliance enforcement;
  • Customer due diligence in financial monitoring;
  • Investigation and tracing of virtual assets;
  • Prosecution of crimes involving virtual and cryptocurrency assets;
  • Taxation of virtual assets;
  • Seizure and confiscation of illicit virtual assets;
  • Management of confiscated virtual assets;
  • International collaboration.

This project will also produce manuals for key stakeholders on virtual asset operations to enhance institutional knowledge and ensure the sustainability of project outcomes.

Qualifications Required:

  • Advanced degree in economics, IT, law, political science, or a related field;
  • Up to 10 years of experience in anti-money laundering, governance enhancement, and combating financial crimes;
  • Proven expertise in Blockchain technology and cryptocurrency operations;
  • Experience in policy implementation and evaluation within financial intelligence units or similar institutions;
  • Fluency in English; proficiency in additional OSCE languages is advantageous;
  • Strong writing skills;
  • Ability to work effectively with diverse cultural and political backgrounds;
  • Previous experience with OSCE or UN organizations is a plus.

Compensation:

Remuneration will be determined based on the consultant's qualifications, experience, and the specific tasks assigned, in accordance with OSCE's established compensation rates.
