Job Title: International Consultant

We are seeking a highly skilled International Consultant to join our team at the OSCE Secretariat in Vienna. The successful candidate will be responsible for providing thematic expertise in building capacities of relevant government agencies in OSCE participating States to investigate virtual assets, seize and confiscate criminal assets, and enforce compliance.

Key Responsibilities:
  • Conduct capacity-building courses and awareness-raising workshops for government agencies in OSCE participating States.
  • Create guidelines/manuals on virtual assets for beneficiary agencies, including supervision of virtual asset service providers, enforcement of compliance, customer due diligence, tracing, prosecution, taxation, seizure and confiscation, and management of seized and confiscated virtual assets.
  • Assist in drafting regulations and instructions for personnel, organizing awareness-raising activities, and facilitating interagency and international cooperation in investigation of crimes conducted with the use of cryptocurrencies.
Requirements:
  • Advanced degree in economics, IT, AI, law, political science, or similar.
  • Up to 10 years of experience in combating money laundering, enhancing good governance, combating corruption, and combating illicit financial flows.
  • Demonstrated expertise in Blockchain technology, virtual assets, and cryptocurrency operations.
  • Demonstrated practical experience in performing policy implementation and evaluation in the Financial Intelligence Unit or similar national institutions.
  • Professional fluency in English; knowledge of another OSCE language will be an asset.
  • Excellent writing skills.
  • Ability to establish and maintain effective work relations with people from different cultural, political, and national backgrounds.
