The Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. About the role: The Senior Program Adviser is part of a small team that monitors health service performance in Victoria's Hume. The role coordinates and leads responses to new and emerging issues and risks relating to rural and regional health services. Demonstrated competency in monitoring financial, quality and governance issues, well developed analytical and conceptual skills, relationship management and the ability to manage tight deadlines are critical to the role.
The role also involves developing effective relationships with a range of internal and external stakeholders including health service Chief Executive Officers, health service executives and a range of program and policy areas within the department. The position specialises in Quality, Safety and Performance across health services. The role is a great opportunity for someone who enjoys working in a collaborative environment that requires systems thinking, excellent communication skills and a drive to improve healthcare for metropolitan, rural and regional communities.

How you'll make a difference: Suitable applicants will be able to demonstrate: Knowledge and Skills Conceptual and Analytical Ability -Deals with concepts, ambiguity and complexity comfortably; uses analytical and conceptual skills to reason through problems, has creative ideas and can project how these can link to innovations.
Systems Thinking -Diagnoses trends, obstacles, and opportunities in the internal and external environment; understand the linkages between natural systems and communities to inform policy; conceptualises and defines the systems working within the organisation
Influence and Negotiation -Gains agreement to proposals and ideas; builds behind-the-scenes support for ideas to ensure buy-in and ownership; uses chains of indirect influence to achieve outcomes (e.g. 'gets A to show B so B will tell C'); and involves experts or other third parties to strengthen a case.
Personal Qualities Drive and Commitment -Enthusiastic and committed; demonstrates capacity for sustained effort and hard work; sets high standards of performance for self and others; enjoys a vigorous and dynamic work environment.
Initative and Accountability -Proactive and self-starting; seizes opportunities and acts upon them; takes responsibility for own actions.

Qualifications and Specialist Expertise Qualifications - A qualification in business, f inance, accounting, project management and or working in government would be advantageous but not required.
Specialist Expertise - Demonstrated knowledge of and experience in managing and supporting ministerial, cabinet, parliamentary and departmental executive functions and processes would be advantageous but not required.
