Principal Finance Officer

Job Title: Financial Policy and Operations Officer The Department of Environment, Science and Innovation (DESI) is the Queensland government agency responsible for managing and protecting the state's environment and natural resources.
Responsibilities:Develop financial management and financial governance frameworks to ensure compliance with statutory requirements and government policy.Prepare the DESI Chief Financial Office (CFO) Assurance Framework, CFO Assurance Report, and associated documentation for submission to the DESI Audit and Risk Committee.Maintain the Corporate Gifts Register and prepare the department's gifts and benefits reports in line with the Directive.Prepare the Corporate surveys, annual, and Interim Internal Control Self-Assessment (ICSA) survey document, and analyze ICSA responses.Test and investigate DESI transactions ensuring compliance with internal control procedures and departmental policy.Coordinate and undertake regular DESI SAP finance system data mining, cleansing, and analytics exercises.Analyze QSS reports and resolve any issues or concerns.Interpret Queensland Government Policies/Directives/Guidelines and design relevant policies and procedures.Establish and maintain effective financial policies, procedures, guidelines, and practices.Provide expert advice to senior management on financial management policies and legislative positions.Deliver training to enable clients to maximize benefits from good financial management.Lead continuous improvement and encourage high-quality work supported by quality systems.Engage with Business Groups to ensure compliance with internal controls.Communicate and lead with influence on internal controls and policy matters.Support the Manager, Financial Policy and Operations in managing day-to-day tasks and assisting team members.Present clear and concise reports based on sound interpretation of relevant issues.Participate in projects or ad hoc tasks as directed by the Manager.Applications to remain current for 12 months.
