Program Risk Manager

The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track.
The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges.

About the opportunity We are seeking an experienced leader to enhance and continue to improve the Program Risk Management Framework, in the context of the enterprise risk management framework.
This role will ensure seamless integration with project controls, addressing both risks and opportunities, and ensuring effective risk management guidance for delivery contractors.
As the subject matter expert, you will provide risk management expertise, assurance, and oversight for the entire Inland Rail Program, including its portfolios and projects.
Your focus will be on embedding effective risk management processes into the program's culture, ensuring they are aligned with broader enterprise risk management objectives.
Key responsibilities will include but are not limited to: Lead and monitor the development and maturation of a positive and proactive risk culture across the Program.Set the strategy for program risk management, working collaboratively with enterprise and project risk resources.Identify, develop and implement fit for purpose program risk management techniques and methods.Partner with Portfolio teams and Program Control Leads to establish a collaborative process to provide accurate and integrated risk, trend and change data to support performance reporting and effective management of the integrated controls lifecycle.Ensure specifications for delivery contractors in relation to risk management are fit for purpose for effective commercial and objectives outcomes.Partner with the Program PMO Reporting Team to generate dashboards and reporting on program risk matters to facilitate management performance discussions at governance forums and through performance reporting.Undertake assurance on effectiveness of critical mitigations for key program risks, in alignment with the enterprise assurance framework.Provide contingent risk inputs and risk management insights for Program Quantitative Risk Analysis (cost and schedule) modelling and reporting undertaken by the Program Controls Teams.Partner with the operating business to ensure appropriate management of integration risks and handover of open risks with progressive completion.Support risk owners through maintaining visibility of risk trigger points or environmental scanning that facilitate risk profiling, amendment to risk ratings or retirement of risks. About You Success in this role will rely heavily on building and managing strong stakeholder relationships and applying the Program Risk Management Plan within the broader enterprise risk framework.
To ensure success in this position, applicants will be able to demonstrate: Substantial experience in qualitative risk management on major infrastructure projects.Strong understanding of project controls, including schedule and cost management.Proven record of success in implementing, maintaining and enhancing project risk management frameworks.Experience in the use of a project-focused risk management tool.Knowledge of Quantitative Schedule Risk Analysis (QSRA) and Quantitative Cost Risk Analysis (QCRA) techniques.Ability to develop and maintain strong stakeholder relationships.Excellent communication, negotiation and presentation skills.Ability to deliver high quality work, efficiently and with minimal oversight.Well-developed analytical and problem-solving skills.Strong commercial and financial awareness including experience of commercial contracting.Demonstrated focus on continuous improvement and embedding enhanced ways of working in relation to active risk management.
