Senior Program Officer, Health Service UnitThe Department of Health plays a critical role in the Victorian health system and is responsible for shaping it to meet the health needs of all Victorians. About the role: The Senior Program Officer role sits within the West team in the Performance and Commissioning branch and leads work to support acute mental health services across the West region of Victoria.The Senior Program Officer will work closely with area mental health services to ensure people can access timely, high quality and safe mental health treatment in the region, including supporting the implementation of transformational reforms in line with the Royal Commission into Victoria's Mental Health System.You will be required to operate in a dynamic environment working collaboratively across teams to support the commissioning of new acute mental health services and driving service system performance and improvements. The role requires building strong working relationships with senior health service executives and colleagues across the Department of Health.How you'll make a difference: Lead the management of relationships, commissioning, performance and interfaces with 3-4 area mental health services in the West region. The role includes monitoring performance, access, safety and quality of acute mental health and wellbeing services.Identify, monitor and develop appropriate responses to emerging service delivery issues through development of excellent working relationships with health services.Provide detailed advice, recommendations and program options and solutions to complex and sensitive sector issues.Actively support the development and delivery of Royal Commission recommendations and innovation in mental health service delivery to improve safety, sustainability and outcomes.Highly developed skills in planning and managing issues and ensures the use of honest, transparent and appropriate commissioning processes.Highly developed influencing and negotiation skills, with the ability to use direct and indirect influencing strategies to gain agreement to proposals and ideas and explores alternatives to gain agreement without foregoing key objectives.Suitable applicants will be able to demonstrate: A tertiary qualification in fields related to public policy, health administration or business management is desirable.A sound understanding of the Victorian mental health system, and knowledge of the department and its operating processes and information systems is desirable.What we offer: The opportunity to perform meaningful work, making direct contributions toward enabling Victorians to be the healthiest people in the world.A wide range of growth and development opportunities within the department and wider Victorian Public Service & Sector.A strong commitment to work-life balance, including a diverse array of flexible working arrangements.How to apply: Applications should include a resume and a cover letter.
