Engineering Competency Manager

The Parklife Metro Consortium is working on an exciting new metro rail infrastructure project in Greater Western Sydney.This city shaping project, which will be delivered under a Public Private Partnership, will provide a major economic stimulus for Western Sydney.WeBuild, as a D&C Contractor member, will be responsible for the successful delivery of the design and construction elements of the project, and we are currently looking to appoint an Engineering Competency Manager.Position Overview:The Engineering Competency Manager will be responsible for designing and implementing a comprehensive competency management framework for technical and engineering personnel within the SSTOM project. This role will oversee the alignment of competency standards with industry and safety regulations and ensure that all engineering teams possess the required skills and competencies to perform their roles safely and effectively. The Engineering Competency Manager will drive the development, delivery, and continuous improvement of training and assessment programs to meet project and operational needs.Key AccountabilitiesDevelop and Implement Competency Framework:Design, monitor, and maintain an end-to-end competency framework that aligns with project requirements, safety standards, and industry regulations. Ensure the competency framework covers technical, safety, and compliance skills for all engineering roles, integrating on-the-job and off-the-job training requirements.Training Strategy and Program Development:Ensure the implementation of the competency assessment process across the business, register and enable approvals, review, and audit this process. Chair the project competency assessment review team (CART) meeting and maintain minutes of meetings. Work with the Training Team to develop and implement training and assessment programs that equip staff with essential skills for safe and effective job performance.Compliance and Quality Assurance:Ensure training programs and assessments meet all project requirements, quality standards, and relevant legislation. Conduct regular audits and assessments to maintain compliance with safety and competency regulations.Stakeholder Collaboration:Build and manage relationships with project stakeholders, including contractors and engineering teams, to support competency and training needs.Performance Monitoring and Reporting:Track and report on competency development progress, identifying areas for improvement and potential risks. Provide regular updates and reports on key metrics related to training effectiveness, safety compliance, and competency achievements.Safety Management and Compliance:Oversee competency processes to align with the project's safety management systems. Promote a culture of safety and continuous improvement within the competency framework and across engineering teams.Key ChallengesConsistency Across Engineering Teams:Ensuring uniform implementation of competency frameworks across diverse engineering disciplines while adapting to varied operational needs.Driving Continuous Improvement:Maintaining a forward-looking perspective on training needs and industry best practices to continually elevate competency standards.Managing Change and Resistance:Supporting cultural and structural changes in competency management amidst diverse internal and external stakeholders.Qualifications and ExperienceEducation: Bachelor's degree in Engineering, Human Resources, or a related field. Relevant certifications in competency management, training, or project management are advantageous.Certificate IV in assessment (or equivalent).Experience: Minimum of 8 years in engineering or competency management roles, with experience on large-scale infrastructure projects.Technical Knowledge: Strong understanding of engineering competency requirements, safety regulations, and industry standards.Skills: Excellent project management, analytical, and communication skills.
