The Australian Passport Office (APO) is seeking Contracts Managers to work in our Commercials Management Section (PCM).
The APO's Commercial Management (PCM) team is responsible for managing the large-scale contracts and relationships with key business partners.
We review and report on partner performance, work with our partners to address systemic issues and drive improvement.
As a Contracts Manager you will engage with internal and external stakeholders on operational issues that relate to our business area.
PCM also liaises with internal and external stakeholders on policy, process, and operational issues that involve APO's partners.
APO provides access to secure international travel documentation through timely and responsive passport services in Australia and overseas.
The APO manages each stage of the passport production process including the passport application lodgement, assessment, and printing stages, as well as the service recovery, workload management, and commercial management functions.

The key duties of the position include: Our ideal candidate You will have: The highest standards of integrity, professionalism and adherence to APS Values and Code of Conduct Demonstrated skills or experience in managing high profile, high volume contracts with a range of third party providers in a service delivery context The ability to collaborate and lead the development of contract management advice to internal and external stakeholders Proven highly developed research and analytical capabilities, with an ability to negotiate practical solutions to challenges while factoring in risks and the broader strategic context Drive and initiative to apply yourself to complex tasks and successfully manage competing deadlines, priorities and/or changing circumstances Ability to effectively deal with sensitive and/or confidential subject matter Excellent oral and written communication skills, with a capacity to represent the department at various forums A sound understanding of risk management and governance principles and demonstrated experience at applying these within a business/large scale contract Strong interpersonal and stakeholder engagement skills with demonstrated success in building and maintaining relationships and communicating with influence with a variety of audiences Resilience, an ability to adapt, and a willingness to embrace change.
Demonstrated ability to build capability and manage a geographically dispersed team, preferably in an operational environment, including through periods of change Minimum 3 years' experience managing large-scale commercial contracts is essential.
Qualifications in Business, Procurement or Contract Management are highly desirable.
Key duties include: Actively monitor the performance of large scale contracts to ensure services are delivered in accordance with relevant legislation, policies and quality standards Provide commercial support and apply ethical governance, according to contract requirements.
This includes, but is not limited to coordinating various meetings, with appropriate focus, maintaining good recordkeeping and ensuring all parties are aware of their deliverables, rights and responsibilities.
Develop and present high-quality reports and briefings on a regular basis for internal and external use Manage risks associated with several contracts, and work with providers to develop and maintain sound risk management plans and effective strategies to address identified issues Monitor processes relating to goods receipting, inventory and finances to ensure these are delivered according to contract requirements Engage with procurement teams where required to effectively facilitate contract changes Work independently, organise own workload, and as part of a broader team, work closely with peers and support staff to ensure the section delivers on all requirements.
Under section 22(8) of the Public Service Act 1999 , employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
Depending on the role into which you are placed, you may also be required to obtain and maintain a Working with Vulnerable People/Children registration (or equivalent).
The department requires the successful candidate to obtain and maintain a Negative Vetting 2 level security clearance unless the position to be filled has been designated as a lower or higher classification.
Loss of a security clearance at any time may lead to termination of employment.
In some instances, employees may be able to commence in the department on a Temporary Access arrangement prior to their security clearance being finalised.
