The Senior Data Analyst will be responsible for providing analysis to the Early Childhood Education Digital Services team to ensure policy, legislative and business needs are identified and documented comprehensively for the development and enhancement of Early Childhood Education IT systems.About the DepartmentThe department provides a wide range of learning and development support and services, providing policy leadership, planning for the future of education in Victoria, and leading key cross-sector collaboration.About the DivisionThe Information Management and Technology Division (IMTD) guides the Department's digital capability and is leading digital transformation, managing the largest technology network in Victoria.As a valued member of the diverse IMTD team, you will have the opportunity to influence the new way of working for the department through your strong technical skills and customer-centric approach.This position sits in the Early Childhood Education Digital Services Branch. A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).About the RoleThe Senior Data Analyst will ensure policy, legislative and business needs are documented for the development of Early Childhood Education IT systems. This role works closely with various stakeholders, including Policy Managers and IT technical specialists.The implementation of the Kindergarten Attendance system will require the capture and management of a significant number of functional, technical, and data requirements. The analyst will need experience in business analysis techniques and strong data analysis capability. They will lead the analysis of complex data integrations and blend traditional project principles with Agile development approaches.Excellent stakeholder engagement is expected, requiring active internal and external stakeholder management to build strong relationships.AttributesExperience in working on complex data management projectsAnalysis of source system data and relating it back to functional requirementsExperience with a range of stakeholders to develop and validate business requirementsPrior success in major IT transformation projects as a data analystExperience in complex data integrations and ETL processesExperience with Azure and MulesoftStrong workshop facilitation skillsExperience in business systems requirements gatheringStrong stakeholder negotiation and influencing skillsExperience in communicating effectively with non-technical stakeholdersExperience in eliciting functional and non-functional requirementsCommercially sound with strong communication skillsExcellent facilitation skills across varying business and IT areasExperience in collating requirements and driving them through the agile processHighly developed time management skillsComplete understanding of agile development methodologiesA self-starter and team-orientedSelf-motivated and confident in managing relationships with stakeholdersDesirable Qualifications and ExperienceTertiary qualification (ideally in Computer Science, Software Engineering, IT)Direct experience in the implementation of Master Data Management (MDM) systemsOne or more Agile CertificationsExperience in using Jira and ConfluenceFurther InformationFor more details regarding this position, please see the attached position description for the capabilities to address in application.The department values diversity and inclusion in all forms.
