REnew Pacific is a AU$75M program over 4.5 years.
It aims to scale and expand on the critical lessons learned in the DFAT-funded Business Partnerships Platform (BPP) pilot to support DFAT and the Australian Infrastructure Financing Facility for the Pacific (AIFFP) to address climate infrastructure mitigation, adaptation and resilience among Pacific states and help Australia be the climate infrastructure partner of choice in the Pacific.

Purpose of Position Reporting to the Operations Lead, the Senior Finance Manager is responsible for managing and overseeing the REnew Pacific program's finance function, managing a team and ensuring financial and expense systems and processes for the project are managed in line with corporate and DFAT head contract requirements.
This includes working closely with other members of the Operations Team and supporting accurate invoicing and robust financial reporting and budgeting.

Primary Responsibilities The primary responsibilities of the Senior Finance Manager can broadly be described as follows:
Financial Management Plan, manage and control all day-to-day financial transactions and functions.
Maintain up-to-date and accurate financial accounts and records for all financial transactions, ensuring all records for receipts and expenses are accurate and information can be readily accessed by the Operations Lead - Deputy Team Leader.
Ensure records can be conveniently accessed for internal and external audits.
Provide immediate access to all financial records, accounts and other financial material for inspection.
Conduct internal audits and facilitate external audits on the project's financial systems.
Assist with drafting policies and procedures relating to the project's financial management.
Assist the HR team and Operations Lead with relevant information needed for payroll.
As required, prepare statements of forward expenditure and invoiced expenses, disaggregated as required.
Monitor project costs and conduct monthly account closure reports.
Monitor project expenditure, manage cash flow to project accounts and advise the Operations Lead of any issues.
Assist monitoring of consultant's expenses against contracts and ensure invoices are processed in a timely manner.
Monitor subcontractor payments and ensure records are kept for all transactions.
Support the Finance Officer to process PAFs and update the project Field Voucher as required.
Manage the project bank account and prepare funds transfer requests as required.
Manage weekly payment run through Costpoint, with payment to Australian and Pacific financial establishments.
Investigate and resolve all variances in accounts, or funds discrepancies.
Ensure effective internal controls, timely response to external or internal audits and other reviews, and appropriate coordination with the head office.
Undertake banking transactions, including the management of petty cash, petty cash and bank account reconciliation, and the preparation of a monthly field voucher.
Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.

Relationships, Communication & Development Develop and maintain client and stakeholder relationships across your assignments and maintain professional, respectful and effective relationships with your colleagues.
Train, mentor and coach junior colleagues, supporting them to work through ambiguity and ensuring messages from leadership are supported and clearly cascaded.
Self-evaluate quality of work, thrive on continuous improvement, encourage and value feedback from others and develop skills in providing balanced feedback to others.
Encourage a respectful work environment through applying effective conflict resolution techniques and unbiased motivational support in order to settle differences in a positive and constructive manner.

Other Other tasks as reasonably requested by the Senior Operations Manager.
Travel locally and internationally, as required.
Advocate for Australian development priorities.
Foster equality, diversity and inclusion, drawing on capabilities from within the country/region wherever possible.
Comply with, and advocate for, DFAT's policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards.
This includes incorporating policy principles into planning and everyday work, promoting process improvements, and reporting concerns to your Line Manager or Palladium's Integrity Hotline (details on Palladium website).
Operate with high levels of integrity, consistent with the intent of DFAT's Ethics, Integrity and Professional Standards Policy Manual.

Reporting Requirements This role reports to the Operations Lead.
Reporting requirements may include but are not limited to:
Attendance at team meetings, other requested meetings and regional meetings (e.g.
townhalls).
Regular (minimum of monthly) one to one meetings with your line manager on the status of personal Key Result Areas (KRAs), career development discussions and any other matters.
Reporting to the Team Leader during Operations Lead absences.

Minimum Education and Experience Required Qualifications:
Tertiary qualifications in a relevant discipline such as Finance or Business.
Skills and Experience:
10-15 years of relevant work experience managing program finances.
Sound management skills and strong problem-solving skills in relation to program financial management.
Highly developed verbal and written communication skills, with a demonstrated ability to establish and maintain effective working relationships with a range of personnel from different disciplines.
Experience working regionally, with knowledge of Pacific financial institutions preferred.
Highly proficient English communication skills.
