Background

The Department requires .NET Development services on P23845 PHMM Core Systems changes HiiP and HiiP Repairs & P24256 PHMM HiiPConnect Mtce Request. The Public Housing Maintenance Modernisation (PHMM) program is a multi-year program within the Homes Victoria Asset Management branch.
It aims to enhance and improve the delivery of maintenance works to provide high-quality facility management services that make Homes Victoria's housing portfolio safe, liveable, and sustainable.
This program will aim to reduce the cost of maintenance services, increase the quality of service, improve the experience of HV renters, and build trust.

Deliverables

Develop (code, test and deliver) working software.
Ingest data from sources using REST APIs.
Maintain application technical documentation.
Build and deploy ETL pipelines using Azure DevOps CI/CD.

Criteria

Minimum 5+ years of experience as a Developer working for medium to large government or commercial organisations with software design patterns, development standards, and application frameworks. Working in Agile teams.
Extensive experience in the following coding disciplines:

Experience in a wide range of technologies and application designs, in particular .NET development, C#, Microsoft Enterprise Library frameworks (or equivalent) and Windows Communication Foundation (WCF).
Experience with Microsoft SQL Server implementing applications using Microsoft Entity Framework to persist data in Microsoft SQL Server, including hands-on experience writing T-SQL queries.
Experience in developing web applications using modern web technologies such as HTML5, JavaScript, CSS, SCSS, modern JavaScript frameworks such as Angular JS, Angular and React, and modern UI frameworks such as Bootstrap, Angular Material, PrimeNG.

Extensive experience with integration disciplines:

Integration patterns, service development (SOAP Web Services and RESTful APIs), API management (API security and usage policy definition) and SOA framework, as well as messaging formats (JSON and XML).
Service design and working with analysts and stakeholders to utilise API services.
Experience working with modern authentication technologies such as oAuth and SAML.
Experience in Azure DevOps CI/CD pipelines.
