The Opportunity The Department of Parliamentary Services (DPS) is seeking a Parliamentary Executive Level 1 Sourcing Manager to join the Information Services Division (ISD).
A merit list will also be created to consider suitable candidates for future similar opportunities.
The Information Services Division (ISD) delivers ICT services through a shared services model to the Australian Parliament House (APH) and over 5000 parliamentary staff.
This includes supporting the ICT needs of all parliamentarians, their staff, and parliamentary offices across Australia.
ISD also provides ICT services to other parliamentary departments: the Department of the Senate, the Department of the House of Representatives, the Parliamentary Budget Office, and the Parliamentary Workplace Support Service.
The ISD Sourcing Manager will lead and manage procurement services across the ISD, working closely with the central procurement team to implement strategies that achieve value-for-money outcomes.
In a collaborative environment, you will provide expert advice on best practice procurement processes to meet business needs and align with government procurement directives, while fostering high engagement and commitment among diverse stakeholders.
The ISD Sourcing Manager will actively manage key stakeholder relationships within DPS, undertake complex work under broad direction, and exercise a high degree of independence.
This role involves significant decision-making, complex problem-solving, and issue management, and may include detailed or sensitive projects impacting strategic, political, or operational outcomes for DPS.
Who we are looking for Our ideal candidate will have:
Experience in undertaking high level analytical and problem-solving work with a high level of complexity and sensitivity.
Knowledge of legislative frameworks, standards, and Government processes relating to procurement and contract management.
Tertiary qualifications in procurement and contract management i.e.
Certificate IV in Procurement & Contracting.
Job Specific Requirements :
The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Key responsibilities include:
Developing, coordinating, and leading sourcing activities to establish contracts that meet ISD's needs.
Planning and leading contract negotiations to secure value-for-money procurement outcomes.
Identifying, managing, and mitigating procurement risks to fulfill organisational obligations and maximise business opportunities.
Managing and motivating staff to enhance their capabilities, performance, and achieve team priorities.
Leading a team in performing financial administrative tasks for ISD, including goods receipting, cost recovery, contractor onboarding, and monthly accruals.
Preparing quality reports, briefings, and other correspondence to ensure timely and professional stakeholder communications.
Building collaborative relationships and partnerships with internal and external stakeholders to facilitate engagement and consultation.

Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
