The Tiwi Land Council was established on the 18 August 1978, following representation by the Tiwi people to the Federal Government for recognition of their distinct geographic and cultural identity.
The Tiwi Land Council represents all Tiwi people in the protection of our land, sea, and environment, while at the same time supporting sustainable economic development to improve Tiwi lives through employment, income, education and health opportunities.

Position Overview Reporting to the CEO, the Manager, Land Use and Operations is responsible for ensuring the efficient and effective operation of the Tiwi Land Council.
This role will manage the Tiwi Land Council's core statutory function in relation to the effective and efficient use of and access to Tiwi land and waters, which involves working closely with Tiwi Traditional Owners and managing a multi-disciplinary team consisting of Resource, Environmental and Biosecurity Officers, and Anthropologists.
The role will also oversee all operational matters across the Tiwi Land Council's Winnellie office and build an increased presence on Tiwi, through management of Tiwi field staff and development of the proposed Wurrumiyanga office.
Role Relationships Tiwi Land Council employees (All)Members of the Tiwi Land Council and its CommitteesTiwi community membersContractors, Consultants (subject matter experts (SME) and other external stakeholder groups)Role Responsibilities Land Use Manage the land use and access function, in line with the requirements of the Aboriginal Land Rights (NT) Act 1976, including coordinating the negotiation and engagement with proponents, conducting due diligence assessments, consultations with Tiwi Traditional Owners and other affected Aboriginal people, and procuring relevant advice to progress applications for land use agreements on Tiwi country.Oversee compliance with and monitoring of land use agreements.Lead the development of a framework and process for all Tiwi permit applications, and the ongoing management of permits.Oversee coordination of the schedule for the Full Council, Executive and Clan meetings to align with land use processes and other organisational priorities.Develop and advocate for policies that support sustainable and efficient land use, together with the Senior Policy Officer.Together with the Economic Development Officer and CEO (as appropriate), facilitate pro-active engagement with external parties (government and private) to foster economic opportunities for Tiwi, focusing on promoting Traditional Owner led initiatives and participatory planning with respect to land use priorities.Operations Oversee operational matters across the Tiwi Land Council's Winnellie office.Build an increased Land Council presence on Tiwi, including through recruitment and management of Tiwi field staff and development of the proposed Wurrumiyanga office.Line management responsibility for multi-disciplinary staff, including Resource, Environment and Biosecurity Officers, Anthropologists, Economic Development Officer and relevant administrative staff.Prepare and manage the budget for land use and operational activities, working with the finance team to track and optimise expenditure.Manage Land Council assets, including the fleet of vehicles and office facilities.Lead development, with the support of the Governance, Risk and Compliance Officer, of an overall operational policy and procedure framework to support the Tiwi Land Council's operations and ensure implementation of the framework.Develop and implement risk mitigation strategies to minimise potential impacts on Land Council operations and its land use function.Serve as a member of the Tiwi Land Council management team, providing input into strategic priorities, delivering on priorities identified in the Corporate Plan and promoting strong and effective governance.Other Lead and manage cross-functional operational projects, as required, ensuring adherence to budgets, timelines and any relevant regulatory requirements.Other responsibilities as directed by the CEO from time to time.What's on offer$160,000 to $165,000 base per annum (negotiable dependent on experience) on a full-time ongoing contract (extension subject to funding).
