Finance Officers - External Budgets and RevenueAustralian Department of Home Affairs – Canberra ACTChief Operating Officer Group | Finance Division | External Budgets & Revenue | Revenue ManagementThe External Budgets and Revenue Branch contributes to the preparation and management of the Department's external budget, internal and external financial reporting as well as administered revenue and expense management.The Revenue Management Section (RMS) manages over $20 billion in revenue on behalf of the Australian Government including Customs Duty, Import Processing Charge (IPC), Passenger Movement Charge (PMC), Visa and Citizenship Charges and GST collected (on behalf of the ATO). The RMS also manages a significant component of departmental variable appropriation revenue.The key duties of the position include:Budgeting - develop revenue estimates that duly account for any changes in policy, demand and macro-economic conditions.Reporting - prepare compliant statutory and management information reports on revenue collection.Monitoring and Analytics - prepare revenue exception reports, variance and contribution analysis and performance against relevant benchmarks.Debt Management - raise and monitor debts with effective actions that maximise the amount of debt recovered.Policy Advice (financial) - provision of relevant, timely and compliant information on revenue streams and coordinates and prepares a range of written material including Senate Estimates briefs, Ministerial briefs and Questions on Notice.Our ideal candidateThe ideal candidates for these positions would be enthusiastic, motivated and resilient persons, who are keen to work in a fast-paced team environment. They should be good with numbers and have a high attention to detail. They should be comfortable communicating over the phone, with clients who have English as a second language. They should have a can-do attitude, be flexible and embrace change.There are no mandatory requirements, but it would be preferred to have:Excellent analytical and numerical skillsCapacity to work towards specific deadlines with high level of accuracy and attention to detailAbility to set priorities with a focus on time managementWell-developed stakeholder engagement and relationship management skills including excellent written and oral communication and interpersonal skillsExperience with MS productsUnderstanding of relevant financial frameworksDemonstrated experience in reporting, interpreting and reconciling financial data across multiple systemsDemonstrated experience in SAP or equivalent financial systems.Duties and responsibilitiesAccounts Receivable and Debt Management officers will be responsible for assisting with financial processes including:Processing high volumes of Accounts Receivable data on the financial management information system (SAP) including raising customers, debts and receipts.Maintaining client's records on internal databases.Maintaining data in excel spreadsheets.Providing excellent customer service, through phone and email, with a focus on clients with English as a second language.Assisting with implementing debt management policies and processes to increase the recovery of commonwealth monies.Undertaking general reporting, interpreting and reconciling data from various systems.Using word and excel documents.Answering phone and email queries from Individuals, Companies or Government Agencies regarding outstanding debts and repayment options as well as internal staff regarding policy, processes and procedures.Reconciling data between various financial systems and databases.Administered Financial Management finance officers will be responsible for assisting with financial processes including:Registering of invoices within the invoice management system.Review, verify and goods receipt complex invoices received from service providers in the VIM system to ensure charges are as per relevant contracts and where possible confirming that Goods and Services have been received.Supporting the development of end of month financial reporting including input into the monthly accruals and journals process to ensure that expenditure is completely and accurately accounted for.Liaise with service providers and internal stakeholders on high level issues such as invoice or contractual disputes and resolution of issues and business improvements for contractual arrangements in relation to the financial impact of service delivery practices.Assist the senior finance officer with any enquiries from the business area and external services provider.Contribute to workplace practices and to business improvement strategies.Manage and maintain the group mailbox in Outlook, including the movement and registering of records into the TRIM recordkeeping system.Other ad hoc duties as requested.EligibilityTo be eligible for the position you must be an Australian Citizen.The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance and an Employment Suitability Clearance (ESC).NotesThe Department of Home Affairs offers an attractive remuneration package, including salary, superannuation benefits and flexible working conditions appropriate to the level of the position.
