Water Infrastructure & Investment DivisionAdelaide, SA, Brisbane, QLD, Canberra, ACT, Darwin, NT, Hobart, TAS, Kingston, TAS, Melbourne, VIC, Perth, WA, Sydney, NSWWho we areThe Water Investment and Infrastructure Division is responsible for overseeing billions of dollars of investment in rural and regionally focused projects, programs, and initiatives that increase climate resilience, deliver secure, affordable, and reliable water, and contribute to a functioning, healthy, and resilient environment. The Division works in partnership with state and territory governments and leading science organisations to identify, plan, and deliver Australia's next generation of water infrastructure through robust planning and responsible investment decisions that contribute to nature positive outcomes. The Division also works with states and territories to contribute to water recovery targets in the Murray–Darling Basin and improve the health of rivers and wetlands in the basin. The work of the Division is underpinned by a collaborative approach across all levels of government and First Nations communities.The JobRole and Responsibilities Under limited direction, the Senior Intelligence Analyst will be responsible for:Conducting collection, collation, and analysis of information from a range of sources to develop high-quality intelligence advice and products to the WELS Executive.Leading and contributing to analytical workshops, meetings, and briefings.Leading and assisting the team with intelligence capability building projects, planning, and activities.Leading the development and improvement of instructional material, including assisting with peer review.Training and supervising junior members of the team, if applicable.Maintaining a well-developed understanding of relevant legislation, policy frameworks, and operational procedures.Supporting the broader section in capability projects, administration, and coordination activities.What we are looking forKnowledge and experienceAn interest and/or experience working in a regulatory environment or on energy, environment, and climate-related matters will be highly regarded.Skills and capabilitiesExcellent leadership, teamwork skills, and ability to build and maintain a high performing team.Ability to apply personal drive, initiative, and organisational skills to maintain team productivity and meet deadlines.Initiative and problem-solving skills with ability to deliver results, and a commitment to learning and continuous improvement.Demonstrated customer service, stakeholder relationship, engagement, and outreach skills, including the ability to collaborate and bring innovative and creative approaches to our work.Strong judgement and strategic thinking skills, including strong policy, research, analysis, and critical thinking skills.Ability to communicate with influence including written and oral communication skills with strong attention to detail.Desirable qualifications/experienceDemonstrated experience working within an intelligence team or function undertaking intelligence analysis including the preparation of tactical, operational, or strategic intelligence reports. This includes effective stakeholder collaboration, the use of the intelligence cycle, and experience designing intelligence collection plans.Demonstrated experience working as a part of a multi-disciplinary team which may include geographically dispersed members.Qualifications, preferably in a research, Intelligence analysis-based discipline, or government administration.Experience within or understanding of the National Intelligence Community.EligibilityCitizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.Security Clearance - This position requires a Negative Vetting Level 1 security clearance. You will be required to obtain and maintain a clearance at this level.Pre-employment Check - Your suitability for employment will be assessed through a pre-employment screening process.
