Executive Director – Legal, Executive Level 2, Anti-Dumping Commission

The commission is responsible for undertaking investigations into allegations of unfair trade practices involving goods entering Australia and administering Australia's anti-dumping legislation. These investigations seek to deliver a level playing field for industry.The Executive Director, Legal (EDL) leads the Legal Branch, which is made up of a specialist legal service team with expertise in administrative and trade remedies law. The EDL will have two direct reports (Directors/Principal Legal Counsel).The team provides high quality, client focussed legal services to investigations teams and the policy team. The EDL will report directly to the Commissioner, providing specialist legal advice and briefings to the commission and Commissioner to support good decision making and promote best-practice regulation. They will prioritise workflows to meet legislative deadlines and collaborate across the commission.What you will doLeading the Legal Branch, responsibilities may include:Managing the team to draft high quality advice and documents (including advices on cases, practice instructions, briefs, talking points, ministerial submissions, corporate and public reporting).Using effective stakeholder/client management skills to support the team to deliver advice within the commission's investigations and decision-making frameworks.Overseeing development of the commission's written and oral submissions in merits and judicial review.Leading the Commission's engagement with the Department of Foreign Affairs and Trade (DFAT) and WTO stakeholders.Representing the Commission in domestic and international fora.Working closely with the policy section to provide effective legal advice to Commission investigators.Supporting the Commission's strategic engagement across Government and internationally on trade remedies issues.Other duties as required from time to time to support the work and priorities of the commission.Minimum RequirementsMust have at least a Bachelor of Laws degree (or equivalent) from a recognised Australian tertiary education provider and hold an unrestricted practicing certificate.Admission as a legal practitioner of the High Court or the Supreme Court of a State or Territory of Australia.Substantial contemporary, relevant knowledge and experience in relevant areas of law including World Trade Organization Agreements, international trade remedies law, and/or Australian anti-dumping legislation.To be eligible for employment in the APS and the department, candidates must be Australian Citizens.Positions require a Negative Vetting 1 security clearance and successful candidates will be required to obtain and maintain a clearance at this level.Application informationYour application must not contain any classified or sensitive information.
