We are seeking candidates who work collaboratively and cohesively with their colleagues, peers and regulated entities conducting aviation operations nationally and internationally in accordance with CASA's obligations under the Civil Aviation Act 1988 (the Act).The Surveillance Branch performs scheduled surveillance, proactive campaign surveillance and response events based on available safety risk information. The branch undertakes assessments of compliance against the legislation and mandated standards in a range of ways, including on-site and desk-based audits. Inspectors conduct an objective assessment of ongoing compliance against the legislative requirements and CASA policies. Non-compliance is managed by drawing on a range of regulatory responses in a proportionate, fair and safety risk-based manner.Reporting to the Manager Surveillance, the role requires a strong understanding of various aviation industry sectors, the civil aviation legislation and supporting guidance material. The inspector will be responsible for conducting surveillance events and applying their technical knowledge, on a range of flying matters relating to fixed wing and/or rotary aircraft, to identify and analyse circumstances where regulatory powers should be exercised. The role requires a high level of research skills and the ability to make informed decisions that are evidence based. The ideal candidate will demonstrate initiative and sound judgement and is capable of working through complex issues to resolution.The incumbent will be required to perform safety sensitive aviation activities as defined in the relevant regulations and will work both autonomously and as part of a team. Surveillance inspectors are deployed nationally across a number of CASA offices. This position will require local and interstate travel and there will be an expectation of occasionally working outside of the standard working hours.The FO (Level i) Flight Operations Inspector is responsible for the following deliverables, which represent an ongoing body of work:Provide regulatory guidance to the aviation industry and other CASA staff on the implementation of civil aviation safety legislation.Plan, lead and/or participate in surveillance events in accordance with CASA policy and procedures to deliver the national surveillance schedule outcomes.Encourage industry to comply with its obligations to maintain high standards of aviation safety through education, training, industry forums and timely aviation safety advice.Work with industry participants to resolve identified deficiencies by an aviation approval holder.Prepare detailed briefs and recommendations for the escalation of legislative breaches to the delegate.Working closely with CASA staff to address specific safety information, education and training issues arising from surveillance activities.Maintaining knowledge of civil aviation legislation, regulations, policies and reporting requirements.Comply with business processes in line with CASA standards and identify and recommend modifications to operational policies, procedures and standards.Ensure accurate records and information is maintained supporting all regulatory activities and team reporting requirements.Exercise prescribed delegations in accordance with CASA policy and good administrative decision-making processes.Works supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes.Engages with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.Modelling and promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and acting in accordance with CASA's values and behaviours.The FO (Level ii) Flight Operations Inspector is responsible for the following additional deliverables, which represent an ongoing body of work:Working closely with CASA staff to address specific safety information, education and training issues arising from industry enquiries, surveillance and other regulatory services activities.Maintaining knowledge of civil aviation legislation, regulations, policies and reporting requirements, Australian and international standards, quality assurance procedures and best practice models.Providing oversight as a member of a nationally dispersed team and across the division to drive successful CASA stakeholder outcomes.Managing compliance processes including data analysis and produce intelligence reports in line with CASA standards.Interpreting analysis of query reports and pursuing remediation activities to address transitioning regulations guidance improvement requirements.Our ideal candidate for the FO (Level i) Flight Operations Inspector must demonstrate the following:Hold or have held an Australian Air Transport Pilot Licence, or Commercial Pilot Licence (Aeroplane or Rotary wing).Broad aviation experience across a range of aviation sectors in an operational role (i.e flight training, air transport, aerial work, agricultural operations).High level understanding of flight operations and Australia's civil aviation legislation and their application in a regulatory environment.Demonstrated high level written and verbal communication skills with the ability to perform detailed research and interpret complex information and present effective arguments in a timely manner.Ability to analyse and interpret data from a wide variety of digital platforms and simplify technical information for non-technical audience as required.Proven communication skills including demonstrated ability to maintain strong working relationships with diverse internal and external stakeholders that determine outcomes and produce well considered responses to complex matters.Our ideal candidate for the FO (Level ii) Flight Operations Inspector will possess all the requirements for the FO (Level i) candidate, plus:High level of knowledge of project management principles.A high-level knowledge of quality assurance and risk management principles.Demonstrated experience handling complex and ambitious situations systematically.Demonstrated experience delivering high quality service ensuring outcomes meet corporate objectives.The following ideal candidate requirements are desirable:Training and checking experience with an approved organisation, or equivalent.Experience in system safety, fatigue risk management, human factors and/or accident/incident investigation.Eligibility RequirementsEmployment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.
