Want to be part of it?Utilise your policy expertise to provide support and advice to Liquor Control Victoria (LCV)1x ongoing, full-time opportunity available to work within a high performing and passionate team in the Victorian Public ServiceLiquor Control Victoria (LCV) is a business unit within the Department of Justice and Community Safety (DJCS), sitting within the Victorian Government. LCV provides staff, operational and administrative support for the Victorian Liquor Commission (the Commission) and performs various regulatory functions on behalf of the Commission industry under delegation.The Policy and Regulatory Strategy Team supports the implementation of Victorian Government policy and provides the Commission with evidence-based policy advice.This team provides:Quality advice and support to assist the Commission in fulfilling its regulatory obligations;Advice to the Commission to improve the way that the Commission approaches its legislative framework, regulatory approach and strategic priorities;Policy advice to enable other LCV divisions to implement and, where appropriate, identify potential legislative and regulatory reforms; andLiaises with other areas within DJCS to influence, advise, and implement reforms.About the RoleThe Senior Policy and Regulatory Strategy Officer contributes to developing policy and evolving the organisation's regulatory practice by engaging with internal and external stakeholders, including co-regulators, government, and the community. The position also maintains effective environmental scanning, provides robust analysis of external drivers and emerging issues, and provides advice on options to enhance how we regulate the liquor industry, including providing input into reviewing and developing legislation and other regulatory proposals.Some of your duties will include:Providing strategic and policy advice to the LCV and Commissioners on liquor regulating issues;Prepare complex reports, briefings, options papers, submissions and correspondence, including Executive and Commission papers, Ministerial Briefs, Cabinet Submissions and Parliamentary/Parliamentary Committee documentation;Liaise with internal and external stakeholders, senior management, peers, and operational areas to develop strategies and formulate evidence-based policy proposals to address emerging and existing regulatory issues and support achieving the Government's policy objectives and LCV's Business Plan and strategic priorities.About YouAs our ideal candidate, you will have:Proven ability to quickly understand industry and community views, operational systems, organisational roles and functions and legislative and policy developments in the liquor industry;Proven ability to develop, review and enhance policies, practices, and programs in complex environments;Demonstrated knowledge and experience in analysing evidence and data sources and advising on business improvement options;A strong ability to formulate and communicate public policy options and recommendations, as well as considering the impact of policy on strategic plans and community needs;A strong ability to engage with stakeholders and involve them in the strategic planning process, as well as thinking from the whole-of-system level when making decisions;A strong ability to consider the wider business context when considering options to resolve issues and deliver tangible solutions by critically evaluating problems from multiple perspectives.Qualifications:A tertiary qualification or experience in a relevant field, such as law, public policy, economics, or public health, will be well-regarded but are not essential.How to ApplyPlease click the Apply button on this advertisement.
