Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Office of Safety and Security Coordination (NSOC) is located in the Office of the Deputy Director General, Head of the Department. Its mission is to ensure the technical consistency and effective coordination of the IAEA's activities in the nuclear, radiation, transport and waste safety and nuclear security programmes. NSOC comprises three Sections: the Programme and Strategy Coordination Section, the Networks Management and Partnership Section and the Safety Standards and Security Guidance Development Section.

The mission of the Safety Standards and Security Guidance Development Section (SSDS) is to coordinate and support the departmental efforts to ensure that the IAEA’s safety standards and nuclear security guidance constitute a comprehensive, up to date, coherent and authoritative suite of internationally agreed and accepted references; to enhance the review-revision process with the implementation of a new information technology platform for the knowledge and content management of the whole series of safety standards and nuclear security guidance; to provide for the maintenance of the safety and security glossaries and to promote the worldwide harmonized use of the Safety Standards publications and Nuclear Security Series publications.

Main Purpose

As a key member of the Safety Standards and Security Guidance Development Section, the Senior Standards Specialist implements the Department's strategies and processes for establishing IAEA Nuclear Security Series publications and safety standards, and developing other safety and security related publications, thus contributing to fulfilling the statutory mandate of the IAEA. The Senior Standards Specialist advises on the strategy and plan for the revision of the publications in the Nuclear Security Series and the Safety Standards Series and on the improvement of the review and approval process. The Senior Standards Specialist works with the Scientific Secretaries of the Review Committees and NS management to coordinate the work undertaken by the Section on the review of draft Nuclear Security Series publications and safety standards, and other safety and security related publications, in order to arrange the timely review of the draft publications.

Role

Functions / Key Results Expected

Lead the establishment of publications in the Safety Standards Series and the Nuclear Security Series and play a key role in maintening and evaluating the Department's strategies and processes for establishing these publications, including addressing the interfaces between safety and security.

Provide for and manage the quality of the IAEA safety and security related publications by means of rigorous planning, monitoring, checks and controls, and ensure the timely provision of consistently high-quality drafts for submission to the Safety Standards Review Committees, the Commission on Safety Standards and the Board of Governors.

Review and, in consultation with technical officers, redraft text of draft publications with respect to coherence, suitability, usage, clarity, terminology and consistency.

Check and approve final proof copies of Safety Standards Series and Nuclear Security Series publications and other major publications.

Lead the organization and delivery of training courses and internal seminars.

Present the activities of the Safety Standards and Security Guidance Development Section to IAEA staff, to the Commission on Safety Standards, the International Nuclear Safety Advisory Group, the Advisory Group on Nuclear Security, the Safety Standards Committees and the Nuclear Security Guidance Committee.

Coordinate a range of cross-cutting projects across the Department relating to the development of Agency’s publications.
