**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.
The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU).
As part of the TNTD, the Strategic Police Matters Unit (SPMU) was set up to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. The SPMU serves as the organization’s main focal point for all OSCE police-related activities.
**The SPMU is composed of nine team members**: Head, Deputy Head, six Police Affairs Officers and Administrative Assistant.
**Tasks and Responsibilities**:
1. Proposing, conceiving, planning, co-ordinating and implementing OSCE activities addressing illicit drugs and the diversion of chemical precursors and trafficking of Small Arms and Light Weapons (SALW):
Contributing to the development of comprehensive action by the OSCE and its executive structures to combat the threat of illicit drugs and the diversion of chemical precursors, and trafficking of SALW, in full compliance with relevant OSCE commitments, decisions and declarations.
Developing and implementing projects, including fundraising, to support participating States (pS) to implement OSCE commitments and strengthen their capacity to address illicit drugs and trafficking of SALW, prepares necessary project management documentation according to the OSCE rules and donor’s requests.
Contributing to the development and implementation of national strategies and plans to address the problem of illicit drugs and trafficking of SALW, as well as to other capacity building activities including, but not limited to, the promotion of public-private partnerships and co-operation with civil society.
Developing concept papers, guides and other relevant documents to effectively address illicit drugs and the diversion of chemical precursors and trafficking of SALW in the OSCE region, and reports on the implementation of OSCE commitments.
Drafting opening/closing statements of Chairperson-in-Office (CiO), Secretary General (SG), Co-ordinator/TNTD and H/SPMU at relevant international and OSCE events and other meetings.
2. Serving as a Focal Point for TNTD-mandated drug
- and SALW-related issues and manages co-operation with international partners on these topics:
Maintaining formal points of contact, planning and co-operation with OSCE executive structures and field offices and with pS delegations, on drug
- and SALW-related issues to co-ordinate activities, raising awareness of OSCE actions in the area, and providing expert advice and expertise.
Liaising with relevant international organizations to co-ordinate activities, promoting best practices and successful experiences in addressing the problem of illicit narcotic drugs and SALW trafficking and identifying where the OSCE could add value.
Representing the OSCE Secretariat at international events relating to illicit drugs and SALW trafficking.
Responding to requests from pS, PfC, CiO and/or OSCE executive structures, including field operations, in addressing the threat of illicit narcotic drugs and the diversion of chemical precursors and trafficking of SALW.
3. Establishing links and co-operation with international training partners:
Facilitating the development and implementation of training plans, programmes and other training activities for interested pS at their request, as well as for law enforcement and drug and arms control services, lawyers, prosecutors, judges and other competent national authorities in close co-operation with OSCE field operations and in accordance with their mandate.
Facilitating and supporting, in close co-operation with other colleagues in the TNTD, professional links with other international counterparts on training capacities.
