**Background**:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence-and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the
awareness and understanding of THB across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

**Tasks and Responsibilities**:
Under the overall leadership of the Special Representative (SR) and the immediate supervision of the Deputy Co-ordinator (DC), and in co-operation with other staff, the incumbent will assist in furthering OSCE commitments among OSCE participating States with regard to trafficking in human beings (CTHB).

More specifically, the Programme Officer will perform the following duties:
Supporting the OSCE Special Representative on country visits to provide background information and advocacy and policy points to governments; producing written and verbal briefs prior to and after meetings and country visits; draft reports, speeches, statements, and conclusions of meetings, conferences and seminars;
Analysing national and international legal instruments, trends in the field of trafficking in human beings, initiatives, government responses and mechanisms, in order to identify priorities, develop strategies and to implement activities effectively;
Disseminating information on good practices and lessons learned in the implementation of the OSCE Action Plan, laws, policies, mechanisms and on research to participating States and partners; engaging, monitoring and co-ordinating all aspects of research carried out by external experts (e.g. Back ground and Occasional Papers); drafts SSAs, provides support to experts when such are assigned, edits research reports;
Assisting with the development of Office of the SR (OSR) work plans and unified budget and strategic planning, budget allocation and identification of priority areas for the Office of the Special Representative; monitoring the expenditures and ensure timely payments related to activities that oversee (events, SSAs, etc.), preparing financial and narrative reports, and submitting narrative and budget proposals in collaboration with appropriate colleagues;
Assisting in the provision of substantive inputs into project development and project activities; supporting the Public Information Officer as appropriate, in promoting project activities, in disseminating information, and in the preparation of a variety of communications, reports, briefings, statements, related to OSR events and activities;
Organizing OSR meetings, technical seminars and conferences in and outside Vienna, including handling logistics, drafting of agenda and SR speech, compilation of relevant background information/reports and presentations, as well as conclusions and final reports, and follow-up;
Developing and maintaining regular contacts at the expert level with the OSCE delegations, with OSCE institutions, missions and field operations, and with other appropriate anti-trafficking stakeholders in order to draw upon their expertise, as required, and also to identify possible partners, as well as to avoid overlap/duplication; additionally, establishing and maintaining regular liaison and co-operation with partners from other international organizations, especially in the framework of the Alliance Against Trafficking in Persons;
Organizing meetings under the Alliance Expert Co-ordination Team composed by leading international organizations and NGOs working on trafficking in human beings; participating and contributing to seminars, conferences, expert meetings, Human Dimension meetings, etc.;
Supporting and co-ordinating with the OSCE Partners for Co-operation in relation to trafficking in human being
