The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking to fill two positions of Public Financial Management (PFM) Regional Advisor to assist in the implementation of PFM reforms in the six South East Europe (SEE) countries (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia). The positions are based in the Center for Excellence in Finance (CEF), in Ljubljana, Slovenia, and at the Joint-Vienna Institute (JVI), Austria, respectively.

The initial appointment would be for a period of one year, with the possibility for extension up to three years, contingent on performance, budget availability, and business needs.

**Responsibilities**:
The advisor is expected to support the development of human and institutional capacities in the areas of: (i) PFM laws and institutions; (ii) budget preparation, including medium-term expenditure planning and public investment management; (iii) budget execution and control; (iv) cash management, cash and debt management coordination, debt recording and management; (v) public accounting and reporting; and (vi) fiscal risk management.

The advisor’s duties will include: (i) supporting FAD project managers and country reviewers with assessing capacity development (CD) needs and developing annual workplans; (ii) supporting the management and delivery of the PFM CD workplans, by leading CD missions, participating in headquarter-led diagnostic CD, and training programs for the countries he/she oversees; (iii) managing and participating in regional PFM capacity development events, in cooperation with CEF and JVI; (iv) coordinating with other development partners; (v) contributing to the development of PFM notes of interest for the region; and (vi) reporting periodically on progress in delivering the PFM workplan and results.

**Qualifications**:
In addition, knowledge of the specific context of SEE countries, including the PFM reforms required on the path towards EU accession, would be a major advantage.

The position requires willingness and ability to travel extensively in the SEE region, in accordance with the IMF’s policies on health and safety.
