Vice-Presidency Context
The WBG Budget and Procurement Solutions Vice Presidency (BPS) is organized into five Departments serving across all organizations of the world bank group:
• BPSCP - WBG Corporate Procurement: Overseeing sourcing, supplier management, and operational support.
• BPSCE - WBG Centers of Excellence: Leading planning, reporting, shared services, and budget solutions
• BPSCU - WBG Budget Partners, Corporate, Finance, and Knowledge Units: Providing strategic and operational leadership in finance planning and budget oversight to WBG executive, compliance, corporate, finance, and knowledge VPUs.
• BPSRU - IBRD/IDA Budget Partners, Regional Units: Providing strategic and operational leadership in finance planning and budget oversight to regional VPUs and Country Office Accounting management and oversight, globally.
• CBADR – IFC & MIGA Budget Partners: Providing strategic and operational leadership in finance planning and budget oversight to IFC and MIGA clients, globally.
Unit Context
The unified WBG BPS VPU provides the structural framework to enable faster, simpler, and more impactful solutions for our clients all rising to the challenges of the 'bigger and better bank'. Specifically, the new Country Office (CO) Accountant role responds to the need to be where our stakeholders need us most, providing timely relevant expert advice while harmonizing and leveraging best practice solutions at speed and scale, across all country offices. There are two CO Accounting positions, one of which is vacant, creating this opportunity to recruit.
Note: The position is based in the ECA region, with the specific Country Office location to be determined.
Manager, CO Accounting will:
Serve all institutions across the World Bank Group, lead the on-the ground One WBG BPS integration efforts and play a key role in aligning country office accounting teams to operate as one cohesive unit. In doing so, they will ensure all CO Accounting processes such as payments, bank reconciliation and internal controls are managed consistently well in each office, including ensuring CO staff and managers are adequately trained on these and key contractual and finance related administrative processes; Lead selected WBG wide projects that help harmonize process across on WBG; Manage the financial aspects of CO response to emergency situations such as Evacuations, working closely with CMU and regional leadership as well as other corporate units; Partner with WFA and ITS on relevant CO systems, tools, technologies and processes to ensure teams and resources are remain current. Key accountabilities are:
· Delivery of harmonized accounting and related admin processes across OneWBG while maintaining service level standards for finance transactions.
· Realization of cost-efficiencies and optimal resource allocation across all country offices.
· Oversight of internal controls ensuring they are kept at the appropriate acceptable level, respond to internal reviews, scorecard requirements, and implement improvement actions.
· Building sustainable skills and capacity in the team to support clients, improve controls and automate processes
· Implementation of risk management strategies to prevent fraud and control gaps.
· Development and maintenance of business continuity plans for financial operations related to administration during crises.
· Leading communication, knowledge sharing and changing management initiatives related to country office accounting and internal controls across CO Accounting Regions, including new policies, systems, and process improvements, ensuring effective collaboration with WFA, ITS and other key partners.
· Leading technical and advisory functions for the teams and clients related to complex country office accounting and internal issues
· Leading the onboarding and learning programs for the team and clients.
· Leading modernization in country office accounting functions.
Managers will manage the teams supporting their clients while working closely with all other BPS Managers and their teams; and be part of the BPS Leadership Team where there is joint responsibility for the implementation of budget reforms and the OneWBG BPS service delivery model.
Duties and accountabilities:
BPS Managers have the following three areas of responsibility:
A) Business Management Responsibilities
• Manage the teams providing planning, budgeting, procurement, accounting, and performance reporting services; conducting analytical work and providing advisory services in areas of focus (e.g., operations, investments in technology); and providing other services as needed over time.
• Is an active member of BPS' Leadership Team, participates in cross cutting activities, and from time to time, takes on leadership roles in BPS-wide activities, such as recruitment and other HR initiatives.
• Provides support and advice to the Vice President and the Director(s) of BPS, as requested.
B) Talent Management Responsibilities
• Manages the unit staff, including recruitment, evaluation, and career development of staff.
• Provides leadership and support to her/his staff to build sustainable finance skills and capacity to effectively deliver BPS services.
• Manages and oversees the engagement and evaluation of technical consultants within the BPS unit, as needed.
C) Budget Management Responsibilities
• Effectively and efficiently manages his/her unit's resources, ensuring its effective formulation and input into budget decisions.
• Advocates and drives cost-effective delivery of business finance services, promoting transparency, simplicity, standardization, and automation.
Selection Criteria
• Internationally recognized, completed, professional finance/accounting qualification (e.g. CPA, CA, ACCA, CGMA, CMA) along with bachelor's or relevant advanced degree (finance, accounting, economic, etc.) required to fulfill position specific requirements.
• Strong professional experience, typically a successful candidate will have 12 years of experience in positions of increasing complexity and responsibility across two or more financial service areas.
• Deep understanding of finance policies, procedures, practices, and systems in the World Bank Group or other similar institutions.
• Successful experience in managing staff either as a manager or supervisor.
• Proven ability to interact effectively with corporate and external counterparts.
• Superior written and oral communication skills with ability to convey complex messages succinctly and diplomatically.
• Strong organizational skills, with proven change management experience, ability to multi-task, and pay attention to details while maintaining a clear sense of business priorities.
