We are seeking an experienced Program Manager (Primary Health Care) to contribute to strategic leadership and oversee the development, management, procurement, evaluation, and improvement of primary health care services across the Gold Coast. This role ensures initiatives are delivered to agreed standards, on time and within budget, while fostering strong partnerships and driving continuous improvement. About Us Gold Coast Primary Health Network (GCPHN ) is an independent, not-for-profit organisation, one of 31 Primary Health Networks established by the Australian Government. We identify the health needs of our local community, then fund and improve primary health services to keep people well and out of hospital. GCPHN is building ‘one world-class health system for the Gold Coast’ and we know we can’t do it alone. We Offer Remuneration package of $134,367-$148,824 + Super A hybrid working model to support work-life balance, following an initial period spent working in the office Salary packaging (Fringe Benefit Tax exemptions) up to $15,900 p.a. + $2,650 p.a. meal and entertainment (tax free income) Exceptional organisational reputation with established relationships in primary health care Additional benefits of 5 weeks annual leave per year, paid parental leave, plus annual CPI salary increases Benchmarked 'Soaring' workplace culture, with a supportive and collaborative team Convenient location at Robina (Gold Coast) with free onsite parking About the Role As Program Manager, you will: Provide strategic and operational leadership across key portfolio areas: Primary Health Care Engagement, Digital Health, Strengthening Medicare, Quality Improvement, prevention initiatives and support to primary care during pandemic or emergency management response periods. Lead and coordinate project activities, ensuring alignment with national, state, and local strategies and funding agreements. Mentor and support a multidisciplinary team to deliver high-impact projects. Collaborate with internal teams and external stakeholders to enhance service delivery and population health planning. Develop and implement communication strategies, facilitate stakeholder engagement, and represent GCPHN at relevant forums Full-time fixed-term contract until 30 June 2027 with possible extension. Key Responsibilities Lead, monitor, and progress the planning, development, implementation and evaluation of projects and services within a quality framework. Plan, procure, implement, and evaluate projects within agreed standards and budgets Build and maintain collaborative relationships with stakeholders across the health sector Monitor project milestones, manage risks, and ensure timely reporting Provide operational oversight, mentoring, and support to team members Provide high quality advice, briefings and reports to diverse audiences Represent GCPHN on relevant National, State and regional committees and advisory groups Selection Criteria Ability to plan and provide both strategic and operational leadership both within a multi-disciplinary team and across a complex human service delivery environment Highly developed project management skills to lead and manage complex projects simultaneously in a health-related setting, to a high standard, on time and within budget Demonstrated ability to build effective and productive working relationships with team members, clients, stakeholders, and industry partners Highly developed interpersonal, communication, influencing, partnering, negotiation and conflict resolution skills, particularly in relation to community and stakeholder engagement within the health sector Demonstrated ability to achieve results in an environment of ongoing health reform and organisational change Demonstrated ability to identify opportunities for continuous improvement within the health sector and within GCPHN, including self‑improvement and team development Highly Desirable Relevant tertiary qualification and/or experience applicable to a health setting Knowledge and experience working within governance systems such as quality and accreditation, corporate/clinical governance, and risk management frameworks Proficiency in Microsoft Suite (Word, Excel, PowerPoint) Familiarity with project management tools How to Apply Applicants are required to submit a cover letter addressing the selection criteria and a current resume.
