This includes more than 200 projects such as the Metro Tunnel, North East Link, West Gate Tunnel, removing level crossings, new and upgraded hospitals in Footscray, Frankston and Warrnambool, and specialist programs. About VHBA The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines. The Opportunity Reporting to the Chief Operating Officer (COO), the Director, Systems & Process Reform will be a supportive role to the Red Tape Reset Committee and a key member of the transformation team. The role supports and advises the COO and Executive Director to drive a reform agenda that streamlines organisational processes and systems, auditing the current state and developing targeted improvements across delegations, decision‑making, reporting, procurement, and project governance. Key aspects of the role include: Fulfilling the Secretariat function for the Red Tape Reset Committee and, under the CEO's direction, advancing organisation‑wide enhancements to governance, systems, and processes. Developing a project plan outlining key projects and initiatives, prioritising work in line with the broader reform agenda, available resources, and ELT capacity. Identifying organisational expertise required to deliver success. Engaging with the organisation to ensure problems are clearly understood, solutions address current roadblocks, and affected divisions support the proposed changes. We are looking for: Strong track record in leading cross‑functional projects and achieving high‑quality, timely outcomes in a senior leadership context. Demonstrated high‑level conceptual and analytical capability, including systems thinking, with a strong record of resolving complex, sensitive operational issues and implementing successful programmes and strategic initiatives. Ability to turn strategy into clear operational activity, with insight into the organisation's evolving role and the long‑term implications of work and decisions.
