In this role, you'll: Join the Enterprise Change Management (ECM) team within the Enterprise Transformation and Change Branch (People, Comms & Workplaces – PCW Division) to lead the change practice function within the ECM team, driving strategic change initiatives and capability uplift across the enterprise. Build and embed internal and enterprise-wide change management capability, ensuring the delivery of expert change advisory services and best practice support within the ECM team. Serve as the primary gateway for change support, providing early-stage scoping and partnering with stakeholders across Transport for NSW to enable effective change delivery. Oversee the development and ongoing management of the enterprise change heatmap, collaborating with program and business change teams to identify interdependencies and manage stakeholder impacts. Develop and implement change management approaches that enhance branch capability and strengthen leader effectiveness in change execution and adoption. Lead and manage the Community of Practice (CoP) and Centre of Excellence (COE) for change management, ensuring a standardised, best-practice approach to governance, assurance, risk management, compliance, change delivery, and the management of change fatigue. This is a full-time Ongoing (Perm) Transport Senior Service Manager TSSM level role, reporting to the Director Enterprise Change Management and offering to diversify your expertise. This role requires you to be based in the Sydney region with office located at Macquarie Park. About you You are an experienced, driven and customer-centric change professional with a track record delivering large-scale transformational programs, preferably in a highly regulated and unionised environment. You have demonstrated experience in the development and management of a change management Centre of Excellence and Community of Practice in a large scale, geographically dispersed and diverse organisation. You possess extensive change management experience, including designing and implementing change capability frameworks, learning materials, and programs, as well as providing coaching and learning support to executives, senior leaders, and teams to build organisational change capability. You have a strong background in enterprise change reporting, heat mapping, and change resource mapping. You bring advanced coaching and facilitation skills, with experience in delivering a range of engagement activities such as workshops, training sessions, brainstorming, feedback forums, and team‑building initiatives. You are adept at influencing and driving successful change outcomes in multi‑faced and complex organisations. You have executive‑level stakeholder management skills, with experience leading change programs in high‑reliability or high‑risk environments, including large and complex industrial or public sector organisations. Adaptable by nature, you lead by example and motivate team members to achieve business objectives. As a progressive problem solver with a forward‑thinking attitude, you thrive in matrix‑style reporting environments and demonstrate a strong understanding of customer orientation and the operational demands of service delivery. You have tertiary qualifications in change management, organisational psychology, organisational development, business, human resources, or a related discipline. Professional change management certification (e.g. Prosci®, Change Management Institute Accreditation, or equivalent) is highly regarded. About the team The Enterprise Change Management team is structured around two key functional areas: Change Enablement and Delivery This area drives transformation by developing and implementing change strategies, leading communications, engaging stakeholders, and building leadership capability. The team ensures successful delivery of change initiatives and supports business readiness through coaching and best practice approaches. Change Practice This area provides advisory services and governance, including early‑stage scoping and portfolio‑level reporting. It manages a Centre of Excellence for change management, maintains resources and frameworks, and leads the Change Management Community of Practice to uplift capability and promote innovation across the organisation.
