Nuclear Governance and Control Manager SSNS ASC is Australia’s submarine company. We built the Royal Australian Navy’s Collins Class submarines, sustain them, and are now delivering their Life of Type Extension to increase the boats’ service lives. We have also been selected by the Australian Government to sustain and jointly build the nation’s nuclear‑powered submarines – the largest and most complex industrial undertaking in Australia’s history. The Nuclear Governance and Control Manager is required to work in a complex and evolving regulatory environment and will lead the engagement of multiple internal and external stakeholders to ensure success through the various phases of the government’s nuclear‑powered, conventionally armed submarine “Optimal Pathway”. Establishing ASC’s nuclear governance framework will be a key focus. Ensuring compliance with safety, safeguards and security throughout the project lifecycle is a complex challenge that requires adaptability and tenacity in a highly regulated environment. The development of a nuclear mindset within ASC is an essential and ongoing effort. The NGCM will ensure a dedication to excellence and an unwavering commitment to safety, security and safeguards across the organization. ESSENTIAL QUALIFICATIONS Graduate or Post‑Graduate qualifications in Engineering or applicable subject ESSENTIAL SKILLS AND EXPERIENCE 5+ years’ experience in management or regulatory affairs of nuclear or other highly regulated industry Specific experience within nuclear regulation, code of practice and guidance interpretation (highly regarded) Experience managing inter‑organisational stakeholders (highly regarded) Experience coordinating with a team of technical personnel in complex and changing environments Ability to hold and maintain an Australian NEGATIVE VETTING Level 1 (NV1) Security Clearance Knowledge of systems engineering and ‘requirements management’ principles Proficiency in managing regulatory documentation and maintaining compliance records REQUIRED BEHAVIOURAL COMPETENCIES Strong interpersonal and relationship‑building skills Ability to manage ambiguity in complex environments Exceptional and effective time management, planning and organisational skills Ability to consistently and positively manage multiple stakeholders and priorities simultaneously Efficient and effective reporting and communication skills Decision‑making ability and leadership skills Proven negotiation skills and the ability to engage professionally and constructively with complex stakeholders POSITION CONTEXT & COMPLEXITY The Nuclear Governance and Control Manager will work in a complex and evolving regulatory environment, leading the engagement of multiple internal and external stakeholders to ensure success through the various phases of the government’s nuclear‑powered, conventionally armed submarine “Optimal Pathway”. Establishing ASC’s nuclear governance framework will be a key focus. Ensuring compliance with safety, safeguards and security throughout the project lifecycle is a complex challenge that requires adaptability and tenacity in a highly regulated environment. Applicants must hold a current National Police Clearance and an Australian Defence Security Clearance to a Baseline/NV1/NV2 level. Eligibility also depends on obtaining and maintaining these clearances. While ASC will accept all applications, individuals holding nationality of certain foreign countries who would need access to protected US defence technology may not be eligible.
