Program Lead Capacity Building Position Program Lead Capacity Building Position Description Overview of Eastern Maar Aboriginal Corporation The Native Title Act 1993 (Cth) (NTA) requires that following a native title determination native title holders establish a Prescribed Body Corporate (PBC) to manage and protect their rights and interests. These corporations must incorporate under the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (CATSI Act) and register with the National Native Title Tribunal (NNTT). Once registered they become a Registered Native Title Body Corporate (RNTBC). Eastern Maar Aboriginal Corporation (EMAC) was established in 2011 as an agent PBC following a positive consent determination by the Federal Court covering an area known as PART B from Deen Maar (Lady Julia Percy Island) to Dunkeld shared with the Western Gunditjmara People represented by Gunditj Mirring Traditional Owners Aboriginal 2023 a second determination expanded EMAC's jurisdiction from Yambuk to Aireys Inlet reaching Middle Creek and Ararat and looping south to Dunkeld. EMAC is a formally recognised Registered Aboriginal Party (RAP) with responsibilities for protecting and managing cultural heritage across a broader area extending to Winchelsea and Landsborough. As the representative body for Eastern Maar citizens EMAC leads the advancement of native title rights and interests, cultural heritage protection, high‑quality policy advice and initiatives aligned with the inherent rights, aspirations and independence of its people. Purpose of the Position The purpose of the position is to lead and manage initiatives and projects that support the purpose and objectives of the Mana Developments works in partnership with Eastern Maar Rights Holders to incubate, grow and support culturally‑driven services and enterprises that generate employment, build capacity and promote sustainable economic development for Eastern Maar citizens and community aspirations set by the community as part of Meerreengeeye Ngakeepoorryeeyt, the Eastern Maar Country Plan. A fundamental role of the position will be to engage widely with a range of key stakeholders including government and non‑government agencies and, most importantly, with the Eastern Maar community. The role will identify and operationalise prioritised services and products through research, design, modelling, development and implementation. Key Duties Include Manage a diverse and high‑impact program of initiatives and projects that bring the Mana Developments Strategic Plan to life with a focus on capacity building activities. Work with internal stakeholders (EMAC & the Eastern Maar Community) and external clients to define new and existing business lines, products and services as identified through the Economic Development Strategy and Mana Developments Strategic Plan, and help bring these to fruition. Lead the development and implementation of programs that strengthen the capacity of Eastern Maar and Mana Developments, including facilitating programs where required. Contract and project management: prepare and manage service contracts, engage and manage consultants, manage project budgets, prepare funding milestone reporting and provide regular updates and reports to various stakeholders including internal stakeholders and funding bodies as relevant. Lead the development of funding submissions when requested and secure additional sources of funding to support initiatives of Mana Developments. Support and lead continuous improvement projects that optimise systems and business processes related to Mana Developments services. Develop and document policy, procedures and processes to support new business lines, products and services. Ensure activities of Mana Developments align to the goals of Meerreengeeye Ngakeepoorryeeyt, the Eastern Maar Country Plan and other strategies/documents that EMAC implements from time to time in a multidisciplinary team environment and work autonomously, including setting priorities and monitoring own workflows to deliver a timely and quality service. General Provide regular updates on opportunities, challenges and issues. Be aware and adhere to the Privacy Act 1988, OH & S Legislation and other relevant regulations, and adhere to EMAC Policy and Procedure, participate in staff performance and mandatory training, and perform other duties as may be directed or implied from time to time. Selection Criteria Essential Degree in Business, Community Development or other relevant project management skills with a focus on delivering value and outcomes, managing multiple complex workstreams, timelines, commercial acumen and business development experience with an entrepreneurial, results‑driven mindset. Ability to analyse market and other research and develop detailed plans and feasibility analysis. Demonstrated success in launching or scaling new programs or service models. Effective communicator with strong verbal, written and interpersonal skills, able to engage and influence diverse stakeholders. Demonstrated ability to prepare reports tailored to a variety of audiences and operational contexts. Proven ability to lead and manage people, build and maintain relationships with a range of stakeholders, and be a proactive team player with the ability to prioritise, adapt, consult and respond to dynamic challenges, driving continuous improvement and managing organisational change across complex environments. Highly proficient in the use of computer and telecommunications. Selection Criteria Desirable Strong understanding of the importance of Country to Traditional Owners, recognising the Eastern Maar Peoples as the Traditional Owners of the south‑west region, appreciation of Eastern Maar culture, values, perspectives and heritage, including the impacts of colonisation and the importance of cultural understanding and commitment to Aboriginal self‑determination supporting the aspirations of the Eastern Maar position. Requirements Holder of a Working with Children Check. Holder of a Current Victorian Driver's Licence. Undertaken a National Police Check for Employment Purposes within the last 3 months.
