Senior Panel Member - PPV Department of Transport and PlanningLocation: Melbourne - CBDWork Type: Fixed Term Full TimeFixed Term Period: Up to 5 YearsDate Posted: 9 Nov 2025Requisition ID: 9031 The Department of Transport and Planning oversees key planning, transport and land use policy decisions across Victoria. In this five‑year fixed‑term role, the Senior Panel Member will be appointed by the Secretary and serve in Planning Panels Victoria (PPV) to review planning scheme amendments, Environment Effects Statements and other planning matters referred by the Minister under the Planning and Environment Act 1987 or the Environment Effects Act 1978. The role involves assessing submissions and providing written advice and recommendations to the planning authority or the Minister, either independently or as Chair of a Panel or Advisory Committee. Responsibilities Lead public hearings on planning scheme amendments, Environment Effects Statements and other matters, ensuring effective and efficient conduct. Gather and analyse written and verbal evidence from submitters and expert witnesses, investigate complex evidence and legal or planning arguments. Prepare detailed, well‑reasoned advice and provide clear, concise recommendations in a timely manner for the planning authority or the Minister. Build and maintain strong relationships with key stakeholders, including DTP staff, local councils, the Victorian Planning Authority and the community. Contribute to ongoing operations of PPV and participate in continuous improvement of public hearings. Perform additional duties as prescribed by Section 31A of the Public Administration Act 2004 (Vic), consistent with the role’s classification, skills, and capabilities. Qualifications and Role Specific Requirements Qualification in planning and/or relevant fields such as law, engineering or environment. Thorough knowledge and understanding of land use planning concepts and principles, including social, economic and environmental dimensions.
