The Operations Management and Facility Services (OMFS) group delivers operations and maintenance, commissioning, facilities management, and asset management services for state and local government and private customers across the People and Places line of business. Within the Water and Environment operating unit, the OMFS team provides tactical asset‑management and operational support to asset‑intensive industries such as water and wastewater utilities, built‑infrastructure, health facilities, energy, public works, and transportation. The Commissioning and Operational Readiness Manager professionally manages and carries out commissioning functions for Jacobs’ focus clients across their strategic programs and projects. The role coordinates onsite commissioning and handover documentation with stakeholders and delivery contractors, interfaces directly with focus clients, and reports to the OMFS Operations Manager – Australia. (*This role is primarily located in Greater Sydney but we will consider applicants from the Greater Melbourne area*) Responsibilities Technically lead commissioning and O&M team activities and necessary work with third‑party providers on a day‑to‑day basis. Lead the commissioning and O&M team with the handover of commissioned works to the client as detailed in Handover Plans. Develop and maintain the Program Commissioning and Completions Plan – progressive submission and alignment. Convene regular Testing, Commissioning and Process Proving Management team meetings, record minutes, and distribute to all key stakeholders. Champion safety during the commissioning phase, addressing all safety issues, hazards, risks, and safety requirements. Coordinate and ensure commissioning team representation in safety workshops (CHAIR, HAZOP, CHAZOP) during design and construction. Ensure required equipment FAT testing is carried out in accordance with client technical specifications. Coordinate with functional teams (MEICA/IICATS) and operational acceptance (OA). Review Commissioning Plan, Commissioning ITPs and ITRs submitted by delivery contractors. Ensure required Hold and Witness points are captured and adapted in commissioning test documentation. Assist in supervising and reviewing commissioning activities – both on and off‑site – resolving issues raised during commissioning with the DC and client OA teams. Provide Operational Acceptance / Package completion documentation (training, O & M, MAXIMO Verification Certificate, Commissioning Report, Lessons Learnt). Prepare or assist in preparing O&M manuals, standard operating procedures, and analyse operational and maintenance process control procedures, recommending changes where needed. Manage relationships with key stakeholders (client operators, delivery contractors, specialist vendors) to ensure commissioning is structured and timely. Prepare monthly commissioning activity reports and notify contract‑related developments; seek advice on contractual issues with Program or Project Managers. Provide client and business development support for OMFS Asset Management, Operations and Maintenance service offerings as directed. Qualifications Operational, Maintenance and Commissioning experience with documentation delivery processes. Demonstrated mechanical, electrical and chemical process knowledge/skills. Experience with Design, Build, Operate (DBO) and Engineering, Procurement, Construction Management (EPCM) contracting and delivery. Ability to interpret and manage O&M and AM data, analyse results using statistical techniques and provide ongoing reports. Experience in O&M data management, spatial databases, multi‑criteria data analysis, and O&M data conversion, projection, and transformation. Ability to manage and deliver commissioning and O&M documentation (ITP’s & Check sheets, handover documentation). Experience reading and interpreting drawings, sketches, plans, specifications, and mechanical illustrations. Experience developing and implementing AM/O&M applications, databases, data collection systems, data analytics, and strategies that optimize statistical efficiency and quality for O&M systems.
