Senior Commercial Analyst – Fixed Term Full Time (30/06/2028) – Department of Transport and Planning, Melbourne – CBD About the Department We create thriving places and connected communities. About this Role The Senior Commercial Analyst is responsible for providing high quality commercial and fiscal analysis and robust assessments of contract deliverables to ensure value for money. The role generates strategic insights and delivers evidence‑based analysis to support the MR4 Close‑Out program and the broader Commercial Transactions Team. Key Responsibilities Develop and maintain positive working relationships with transport services, transition team and MR4 franchisees. Design, develop and maintain complex financial models, reports and integrated dashboards using Power BI, Tableau or Excel to support decision making. Lead contract close‑out compliance assessments and activities for the MR4 Close‑Out program. Provide evidence‑based recommendations to improve commercial outcomes and advise on contract compliance and service delivery evaluations from a fiscal perspective. Collaborate with franchisee and DTP Finance on all aspects of financial close‑out and programme delivery. Prepare plans, frameworks and templates to support program delivery and manage risks and issues effectively. Ensure all external and internal environmental factors, legislation, policies and protocols are considered and applied. Qualifications and Experience Tertiary qualification in commerce, law, finance, economics, data science, mathematics or proven extensive experience (mandatory). Demonstrated experience in financial modelling, forecasting and commercial analysis, preferably within transport, infrastructure or government sectors (desirable). Advanced level understanding of project administration/management software including MS Office and other applications for data visualisation (mandatory). Experience in contract management and/or asset management (desirable).
