The Opportunity
The CASA Inspector, Airworthiness, within the surveillance branch role spans the following functions:
Conduct and lead scheduled and unscheduled surveillance activities in support of the National Oversight Plan via direct participation of surveillance activities or leading a multi-disciplinary team conducting surveillance activities;
Provision of regulatory guidance to the aviation industry and other CASA staff on the application of aviation safety legislation;
Ensuring that aviation approval holders continue to meet the legislative requirements and function at the level of competency and safety required, and the resolution of identified deficiencies by an aviation approval holder.
In line with the CASA mobility plan, inspectors may receive additional training and the opportunity to conduct regulatory service tasks in addition to conducting surveillance activities.
Reporting to the Manager Surveillance Perth, this role will work within a dynamic and focussed, locally managed team of CASA Inspectors working collaboratively and cohesively performing the surveillance functions of the National Oversight Plan.
This will include both inter and intra state travel including to some regional and remote areas.
The preferred applicant will have a sound regulatory knowledge and ideally a background in general aviation / CAR 30 maintenance activities involving fixed and/or rotary wing aircraft, additional experience in compliance, auditing and organisational oversight is preferred.
This role requires an understanding of various aviation industry sectors, civil aviation legislation hierarchy and supporting material.
This position is identified as safety sensitive.
The incumbent may be required to perform, or be available to perform, safety sensitive aviation activities, as defined in the relevant regulations.
Inspectors are generally responsible for applying technical knowledge to resolve queries, conducting regulatory assessments and leading and/or participating in surveillance events in accordance with CASA policy and procedures to ensure effective oversight of regulated industry participants.

These roles exercise initiative and provide accurate technical knowledge and expertise.
A CASA Inspector identifies and analyses circumstances where regulatory enquiries are responded to using published materials or subject matter expert assistance.
Our ideal candidate for
ASR1
must demonstrate the following:
Extensive relevant knowledge and experience within the aviation industry, an equivalent National Aviation Authority or safety related industries relevant to the functions of the role.
Strong understanding of Australia's Civil Aviation legislation and international standards and their application in a regulatory environment.
Ability to manage, research and resolve ambiguous, challenging and/or complex issues.
Ability to coordinate and assimilate technical knowledge and inputs from a professionally diverse team in developing solutions to problems.
Sound knowledge of project management.
Knowledge of quality assurance and risk management principles.
High level written and verbal communications skills with the ability to interpret complex information.
The Senior CASA Inspector ( ASR2 ) works under general direction and demonstrates and exercises both initiative and judgment in the provision of highly developed technical knowledge and expertise in complex, or unusual matters where existing standards, policies and procedures may not cover the circumstances.
These roles require a highly developed regulatory knowledge to undertake work of a challenging or complex nature and may include undertaking detailed or sensitive projects that have broader impacts for CASA.
In addition to demonstrating the above to a high level, to be considered suitable at the
ASR 2
level, you must demonstrate the following:
Extensive relevant knowledge and experience within the aviation industry, an equivalent National Aviation Authority or safety related industries relevant to the specialist functions of the role.
Specialist knowledge of civil aviation legislation, regulations, policies and reporting requirements, Australian and international standards, and an understanding of their application in a regulatory environment.
Ability to exercise independent judgement utilising sound political and social awareness.
High level knowledge of project management.
Demonstrated high level written and verbal communications skills with the ability to interpret complex information and present effective arguments in a timely manner.
A high-level understanding of quality assurance and risk management principles.
Knowledge and experience handling complex and ambiguous situations systematically.
Knowledge and experience delivering high quality service ensuring outcomes to meet corporate objectives.
Strong stakeholder management skills including the ability to liaise with stakeholders and provide well-considered responses to complex matters.
The following ideal candidate requirements are desirable:
Australian or foreign Aircraft Maintenance Engineer licence
Experience in CAR 30 or similar maintenance activities (civil or military)
Experience in the delivery and/or development of maintenance training (civil or military)
Experience in regulatory and/or operational management and compliance
Experience in regulatory and/or operational compliance auditing
Functional ability utilising Microsoft Office and associated platforms (excel, word, etc)
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.
The following eligibility requirements apply to this position:
Must be an Australia citizen
Undergo pre-employment screening including a Police Check
Currently holds a Commonwealth security clearance to Baseline or have the ability to obtain and hold a clearance at this level.
Currently holds an Aviation Security Identification Card (ASIC) card or have the ability to obtain and hold one.
Undertake pre-employment audiometric testing, and alcohol and drug tests
Have relevant technical, tertiary or professional qualifications in aviation maintenance or safety disciplines.
Experience in an aviation maintenance or safety related discipline (for example aviation engineering, licensed or unlicensed Aircraft Maintenance Engineer or aviation safety management).
Have held an equivalent inspector's position within a foreign NAA.
