Details about the Client We are advertising this role on behalf of our client, an international company with Japanese investment, leading the development of renewable energy project in Timor-Leste. Our client is seeking an experienced Chief Financial Officer (CFO) or Finance Manager (depends on experience) based in Timor-Leste to join the executive team and oversee the financial operations of the company throughout the construction and operational phases of the project. Location: Dili, Timor-Leste Employment Type: Full-time, 2-year fixed term with possibility to become permanent Expected Start Date: November 1, 2025 Description Key Responsibilities Lead financial governance, reporting, and compliance across all phases of the project. Negotiate and execute financing agreements with international financial institutions. Develop and implement financial policies, budgeting frameworks, and internal controls. Manage cash flow, debt covenants, FX exposure, and ensure IFRS compliance. Provide accurate and timely financial reports to the shareholders, lenders, and government stakeholders. Serve as the primary finance contact for lenders, off-takers, auditors, and regulatory bodies. Candidate's Profile Ideal Candidate Bachelor’s or Master’s degree in economics, business, or a related field (or equivalent). Fluency in English is required; Portuguese, Tetum, French, or Japanese is a plus. Minimum 5 years of experience in senior-level financial leadership role with exposure to project finance is preferred. Experience in renewable energy or infrastructure projects is preferred. Strong understanding of IFRS; experience with IFRIC 12 is a plus. Proficient in Excel, Microsoft Word, and PowerPoint. Strong financial acumen with the ability to support a high-performance organisation. Experience negotiating complex agreements with financial institutions.
