EL1 Enterprise Architect, Data Standards Body

This is an exciting opportunity to work in the Data Standards Body (DSB) and across government to deliver high‑quality regulatory standards. The DSB supports the Data Standards Chair who is responsible for creating the Data Standards necessary for the effective operation of Australia’s Digital ID System and the Consumer Data Right (CDR) regulatory frameworks. The DSB is part of Treasury’s Digital, Competition and Payments Division in the Markets Group. In this role you will work with product and policy managers to draft and co‑design changes to the Data Standards, aligning with policy priorities and industry needs. You will collaborate with government and industry stakeholders to support the Data Standards Chair, ensuring compliance with the regulatory frameworks and meeting security requirements. Key Responsibilities Lead architecture and solution design to evaluate standards issues and changes, including: API design that facilitates efficient, safe and secure transfer of data. Identity federation architecture (OpenID Connect, SAML, trust frameworks). Identity proofing, attribute verification, digital credentials and wallets, lifecycle management (SCIM, token lifecycle, etc). Cyber security protocols (OAuth2, OIDC, JWT, TLS, mTLS), biometrics, authentication technologies and cryptographic key management. Data portability initiatives (open banking, open finance, open energy) and related schema design. Integration with, for example, government registries. Scalability, performance and availability. Additional responsibilities include but are not limited to: Creating multi‑year technology and business architecture roadmaps aligned with organisational strategy. Identifying and evaluating emerging technologies to keep the enterprise prepared for future opportunities and challenges. Collaborating with solution architects, business analysts and engineering teams to integrate solution designs with enterprise architecture. Evaluating proposed technology solutions for compliance, feasibility, scalability, cost‑effectiveness and risk mitigation. Serving as strategic advisor to senior leadership on technology investments, modernization initiatives and portfolio decisions. Translating complex business, user and operational requirements into practical and secure technical solution designs that fit a regulatory environment, balancing long‑term sustainability with delivery constraints. Identifying opportunities for improvement to current CDR and Digital ID Data Standards and aligning with relevant international standards to ensure interoperability and best practices. Assisting with the development and documentation of current system processes and future improvements. Ensuring all solution designs align with enterprise architecture principles, patterns and standards, and comply with overarching legal and policy positions. Guiding engineering and delivery teams to implement solutions in line with approved architectures, offering direction on technical decisions, integration approaches and issue resolution. Providing input to consultation and delivery processes for creating the Data Standards instruments within set timeframes and processes. Working collaboratively across the DSB, other agencies and stakeholders to deliver quality outcomes and relationships with limited direction. Leading inter‑agency discussions with engineers, architects and policy teams through problem exploration and solution design. Desirable Qualifications and Experience Ability to quickly understand the policy and data standards landscape for Digital ID and/or the CDR. Ability to engage collaboratively to develop technical requirements or standards, and assess change impacts, balancing competing views and aligning with government policy objectives. Strong written and oral communication skills, including the ability to lead technical analysis and discussion across a broad range of stakeholders, including public consultation. Experience maintaining requirements libraries and reference architectures or models. Qualifications in IT, engineering, cyber security, data or information management or another relevant field. Professional qualifications or knowledge that are desirable across one or more areas: Architecture and design (e.g., TOGAF). Cloud platform fundamentals and design. Data and security standards (e.g., ISO/IEC 27001, CISSP, CDM). API and data exchange (e.g., JSON Schema / OpenAPI specifications). Identity and trust services (e.g., FIDO, OIDC/OAuth2, SAML federation, CIAM).
